New Year’s Eve DUII
Oregon State Police troopers noted a drop of about one-third in the number of DUII arrests during the New Year's Eve night around the state in comparison to last year's busy evening. Preliminary information indicates December 31st through January 1, 2010 at 8:00 a.m. that OSP troopers reported 34 DUII arrests around the state. Last year, troopers reported 52 DUII arrests. OSP troopers did not respond to any fatal traffic crashes. The Coos Bay Area Command made 5 DUII arrests. That was second in the state to Springfield’s seven arrests. Portland had three and Roseburg two. OSP troopers reported more than 80 DUII arrests over last year's 102-hour New Year's holiday period. During the recent Christmas holiday period, OSP troopers arrested over 60 DUII drivers, up from 50 arrests reported in the 2008 holiday period.

College employees to have tax measure “town hall”
Five local legislators will converge on the Southwestern Oregon Community College campus on Jan. 4 to discuss the state tax measures 66 and 67 with employees during their scheduled in-service. The measures refer to two tax bills passed by the Oregon State Legislature on June 11, 2009 and signed by Gov. Ted Kulongoski on July 20, 2009 to voters for a January 26, 2010 special election ballot. The morning session will begin with a one hour town hall meeting format. Invited and expected to attend are Rep. Bruce Hanna R–Roseburg; Rep. Wayne Krieger, R-Gold Beach; Rep. Arnie Roblan, D-Coos Bay; Sen. Jeff Kruse, R-Roseburg; and, Sen. Joanne Verger, D-Coos Bay. According to information on the House Bills, the corporate tax bill (HB 3405) would generate $261 million in new revenue for the state. The bill would increase the corporate minimum tax, other corporate taxes, and certain Secretary of State fees. The personal income tax bill (HB 2649) would make temporary and permanent changes to Oregon’s personal income tax structure, generating an additional $472 million in new revenue for the state. The taxes only affect those making more than $125,000 ($250,000 if filing jointly). The bill also eliminates state income taxes on the first $2,400 of unemployment benefits received in 2009. The tax bills were passed to help the state legislature balance their budget without making further cuts during a recession already experiencing high unemployment. The Oregon Department of Revenue estimates that about 5% of corporations and 2.5% of individual income tax filers will be affected by the higher tax rates. The town hall format will provide for a question and answer period for the employees in the audience. The in-service is scheduled to start at 8:30 a.m. in the Hales Center for the Performing Arts on the Coos Campus.
Search suspended for man in Rogue River
The Coast Guard suspended its search for a man reported to have been trapped in the Rogue River Saturday. The search was suspended at 11:20 a.m. after a Coast Guard HH-65 helicopter crew from Group/Air Station North Bend, Ore., conducted a five-hour search Saturday morning. No reports of missing persons ever came in, and witnesses were unable to confirm they had actually seen a man in the river. Two witnesses reported seeing what appeared to be a man waving a shiny object while clinging to a log in the debris-choked river at approximately 2:30 p.m. Friday. The Curry County Sheriff's Department requested assistance from the Coast Guard after attempts to put a boat in the water to search for the man failed due to rough conditions. An HH-65 rescue helicopter crew was dispatched from Group/Air Station North Bend to search for the man. The helicopter crew returned to base after weather and lighting conditions made their search too difficult to continue. Anyone with information that may be related this case should contact the Curry County Sheriff's Department.
Coast Guard closes multiple river bars
The Coast Guard Captain of the Port, Portland, Ore., closed the Columbia River, Tillamook Bay, Ore., and Depoe Bay river bars Friday due to hazardous conditions. The bar closures were for all vessels and any request to transit the bars prior to re-opening must be approved by the Captain of the Port, Portland. Mariners were required to contact the Coast Guard on VHF-FM Channel 16 for further information or to request crossing. The Coast Guard will be re-evaluating the bar closures on an ongoing basis and expect to re-open these waterways as soon as the offshore weather improves. The Columbia River bar reopened on Saturday.
North Coast LNGs
The Oregon Land Use Board of Appeals rejected a claim by opponents of the proposed Bradwood Landing liquefied natural gas terminal east of Astoria on the Columbia River that Clatsop County officials had improperly limited public input during a remand hearing last summer. The decision clears the way for the Board to rule on the two land-use issues within the next three-months. In a separate LNG case, this one in U.S. District Court involving another proposed import terminal on the Columbia River but west of Astoria near Warrenton, involved an appeal by the Port of Astoria to have a lawsuit over a land lease against the Port by Oregon LNG dismissed but the judge refused the request for a second time.

Rose Bowl road trip
Thousands of Duck fans made the trek to Southern California last week to watch Oregon play Ohio State in the Rose Bowl at Pasadena, CA. Some took the many chartered flights out of Eugene and Portland, but many others made the long drive south in true Duck fashion for a winter month. Included among those were quite a few Bay Area residents including Steve Schneiderman, Randy Miles and Andy Post. The three left Wednesday afternoon after helping out at the Les Schwab Tires South Coast Holiday Basketball Tournament at Marshfield High School. Schneiderman served as one of the Tournament Directors as President of the Marshfield Booster Club. Miles, a Coos Bay Fireman, was there as an announcer, and Post, a member of the Coos Bay School Board, was taking in the games at his alma mater. With four tickets in hand, they headed down Hwy. 42 for Interstate 5 and the challenge of crossing a snowy Siskiyou Pass out of Ashland, the first-leg of their 863-long journey. Their first stop would be near Weed, CA where they would spend the night at a cousin to Miles. He then became the fourth participant in the drive to the Rose Bowl early Thursday morning. Schneiderman says every little convenience store or fast food outlet they stopped at during their journey, the green and yellow of Oregon was present. With the help of satellite radio and other bowl games to listen to, “time went pretty quick.” They arrived just after dark, checked into their rooms and then spent New Year’s Eve with some former Coos Bay residents who now live in the Los Angeles area. Friday couldn’t come soon enough and the four were on site at the Rose Bowl a little after 10 a.m. for the 2 p.m. game. “We parked in a residential area above the Rose Bowl and then trekked down. Parking was set up on a golf course. Once we got down and got our bearings, we spotted Mike Helfrich and Bill Lilley.” The parking area was already alive with tailgate parties everywhere. The four had to split up once they got inside the “Granddaddy of them all.” Schneiderman and Post had tickets in the northeast corner and Miles and his cousin were behind the south goal posts. “It was slightly 50% better Ducks. Lots of yellow and red.” Helfrich and Lilley weren’t the only Bay Area Duck fans they spotted, “just down from us a little bit was Tony Crane.” The stands stayed full until about two-minutes remaining in the game, but the four stayed in their seats until the last ticks on the clock. They made their way back to their car and headed for the freeway. They didn’t stop until four hours later at a motel just off Interstate 5 Friday night. The next morning they were back on the road and headed for Northern California to drop off Miles’ cousin. The final three arrived back in Coos Bay at 7 p.m. Saturday night. “It was a fun atmosphere. Up to game time the crowd was electrified. You knew you were there when the fly-by went overhead.” Despite the Oregon loss, it was a great memory for not only Schneiderman, Miles and Post, but also for the many others who found their way to Pasadena to experience Oregon’s first game in the Rose Bowl in 15-years. “It was a great trip. I look forward to the trip to the national championships next year.”
