Oregon Coast News - January 8, 2010

Daily news and sports coverage for the Oregon coast plus a variety of guides and directories useful to Oregon residents and visitors.

Area codes
As of Sunday, January 10, 2010, area code 458 joins Oregon’s telephone numbers. The State Public Utility Commission says Oregon has grown to the point where a new area code is needed to open up more numbers for telephone users. The state already has 503 & 971 covering mostly the Portland and Salem areas. The rest of Oregon has used 541 since growing past the original 503 area code. As of February 10, 2010, newly ordered telephone numbers will be assigned the 458 area code. The new number will not have any impact or changes on those who already use 541. However, anyone who dials a number in Oregon will now have to use ten-digits instead of seven.

ODFW Salmon and Trout Advisory Committee to meet in Florence on Jan. 8
The Oregon Department of Fish and Wildlife’s Salmon and Trout Enhancement Program (STEP) Advisory Committee will meet in Florence on Friday, Jan. 8, 2010. The committee will meet from 8:30 a.m. to 5 p.m. at Siuslaw Public Library at 1460 Ninth Street , Florence , Ore. 97439 . The agenda includes reports on STEP activities and projects, volunteer recognition, review of mini-grant applications, an update on the 2011 STEP Conference, and other program business. The meeting is open to the public, as is a tour of the STEP propagation facility and Bailey Creek on Saturday, Jan. 9 from 8:30 a.m. to 1 p.m. Members of the public must provide their own transportation; call ODFW at (503) 947-6211 for driving directions. The Oregon Legislature created STEP in 1981 to provide a way for volunteers to participate in the restoration of native stocks of salmon, steelhead and trout. Since then, thousands of volunteers have donated money, materials, equipment and countless hours of labor to improving Oregon fisheries. The STEP Advisory Committee makes recommendations to ODFW and the Fish and Wildlife Commission on issues regarding its programs. The committee’s 13 members are appointed by the Governor and represent all areas of Oregon. Reasonable accommodations will be provided as needed for individuals requesting assistive hearing devices, sign language interpreters or large-print materials. Individuals needing these types of accommodations may call the Information and Education Division at (800) 720-6339 or (503) 947-6002 at least 24 hours in advance of the meeting. For more information on the Salmon Trout Enhancement Program visit the ODFW Web site at www.dfw.state.or.us, or call program staff at (503) 947-6211.

Fish and Wildlife Commission meets Jan. 8 in Salem
The Fish and Wildlife Commission will meet Friday, Jan. 8, 2010 at ODFW Headquarters, 3406 Cherry Ave NE, Salem to adopt rules to help protect native fish and wildlife and their habitats from feral swine and aquatic invasive species. The meeting begins at 8 a.m. PT and proceeds through this agenda. The 2009 Oregon State Legislature passed HB 2221, HB 2220 and HB 2583 to protect native fish and wildlife and their habitats from invasive species. The Commission will be asked to adopt rules in line with these bills. The first rules will prohibit the sale of feral swine hunts and require land managers to report and remove feral swine from their property. Feral swine are invasive to Oregon, destructive to wildlife habitat and can spread disease to or prey upon native wildlife and livestock. The other rules will require any boat owner/operator found to have aquatic invasive species on their boat to provide ODFW with a detailed report on the boat’s whereabouts for the previous six months. The rules are part of a new prevention program managed by ODFW and the Oregon State Marine Board to keep destructive zebra and quagga mussels and other aquatic invasive species out of Oregon’s waterways. The Commission will consider a citizen-initiated petition that asks for one permit to be issued to a licensed bait company allowing it to harvest anchovies from Yaquina Bay and sell them as live bait. Current regulations allow the harvest of anchovies from Tillamook, Yaquina, Winchester, and Coos Bays only if they are to be used by the catching vessel as live bait in commercial fishing operations. A number of baitfish species including anchovies may be harvested and sold as bait in the Umpqua estuary under current regulations.

Oregon Loggers of the Year
Oregon logging companies with a reputation for professionalism, skill and commitment to protecting natural resources have been named as the state's Forest Practices Operators of the Year for 2009 on Wednesday, Jan. 6th, during the Oregon Board of Forestry meeting. Receiving the award as Operator of the Year for the Southwest Region of Oregon was Dave Brink, Senior, of Dave Brink Logging in Roseburg. David Brink was recognized for the planning and community involvement work that went in to a timber harvest within the city limits of Sutherlin in 2009. Brink held several community meetings with residents of a nearby manufactured home community to discuss the harvest operation with residents and listen to concerns raised by community members. Brink designed a harvest plan which lessened the impacts to residents' daily lives, including starting two hours later during the morning, extensive use of water trucks for dust abatement, road repairs which were not directed by the landowner, and starting harvest at the far end of the unit to help familiarize residents to sounds of cutting as the harvest moved closer to their homes. Community residents reported a high degree of satisfaction with how the harvest resulted. Brink has been involved with forestry in Douglas County for more than three decades, including promoting development of biomass energy systems, serving as an active member of the Douglas County Small Woodlands Association and Associated Oregon Loggers. NORTHWEST OREGON REGION - Gustafson Logging – Astoria. Gustafson Logging was selected for outstanding work placing large wood in a stream within a Stimson Lumber Company tree farm in Clatsop County. Stimson foresters decided to place 55 large trees in Rock Creek, a branch of the Nehalem River, to promote stream health. Gustafson crews harvested trees on a slope above the creek, then precisely placed each of the 40-foot several thousand pound trees into the stream as an equipment operator relied on a skyline carriage system to "dead-lift" the logs into the stream. Once equipment operators established a ‘rhythm' for the process, logs could be lifted and placed in about 5 minutes, while not disturbing a stand of alders within the stream area. Mark Gustafson, with brothers Clay and Wade, represent the second generation of family ownership for the Astoria logging company, founded by their father Duane Gustafson in 1974. Mark Gustafson and members of his crew may be familiar to fans of the History Channel TV series "Ax Men" which followed Gustafson Logging for two seasons. Four companies were also recognized by the Board for excellence as Merit Award winners for 2009: • Butch Jurhs Logging in McMinnville; • Hampton Affiliates in Salem; • Precision Timber of Tillamook; • Roseburg Resources based in Roseburg. Award recipients were reviewed or selected by Oregon's Regional Forest Practices Advisory Committees, who evaluate nominees based on an operator's consistency of positive performance, innovation in project design, relative difficulty of a harvest operation and a commitment to protecting Oregon's natural resources as a basis for selecting a winner from three regions of the state. In 1971, Oregon became the first U.S. state to enact forest management laws which regulate forest operations and protect natural resources with the passage of the Oregon Forest Practices Act. Additional information about Oregon's forest management rules is available on the ODF web site, www.oregon.gov/ODF.

Burglars
An alarm at a business in Drain, and a citizen’s report of a break-in in progress in Yoncalla led to the arrest of two suspects connected with both cases early Wednesday morning, 3:04 a.m., in Northern Douglas County. According to a news release from the Sheriff’s Office, deputies searched the area and found a vehicle in Yoncalla matching the description provided. Footprints then led to a residence where items taken from the break-in at the Why Not Tavern were discovered along with a handgun. Twenty-eight year old Nicholas Reed Payne, Yoncalla, and 29-year old Hiram Nathan Hartness, Cottage Grove, were taken into custody and charged with Burglary II, Attempted Burglary II, Criminal Mischief I, Theft III and Felon in Possession of Firearm. They were transported and lodged in the county jail at Roseburg.

Alcan Cable
Atlanta based Alcan Cable plans to cut 33-jobs at its Roseburg plant. Twenty production operators and four maintenance technician positions will be cut in a corporate reorganization. The workers will receive 60 days of pay and benefits. The cuts follow layoffs of 32-jobs last April. Alcan produces aluminum cable, rod and strip products, but the company reports a business drop-off.

Coast Guard announces publication of notice of intention to terminate the Long Range Aids to Navigation (Loran-C) signal
The U.S. Coast Guard's Director of Prevention Policy announced Thursday publication in the Federal Register of plans to cease broadcasting the North American Loran-C signal Feb. 8. In the Pacific Northwest this decision will include Loran Station Havre, Mo., but not Loran Station George, Wash., which will continue to support an international network. As a result of technological advancements during the last 20 years and the emergence of the U.S. Global Positioning System, Loran-C is no longer required by the armed forces, the transportation sector or the nation's security interests, and is used by only a small segment of the population. President Barack Obama's fiscal year 2010 budget supported the termination of outdated systems and specifically cited the terrestrial-based North American Loran-C system as such an example. The president did not seek funding for the Loran-C system in fiscal year 2010. Termination was also supported through the enactment of the 2010 Homeland Security Appropriations Bill. The decision to terminate transmission of the Loran-C signal reflects the president's pledge to eliminate unnecessary federal programs. The Loran-C system was not established as, nor was it intended to be, a viable systemic backup for GPS. If a single, domestic national system to back up GPS is identified as being necessary, the Department of Homeland Security will complete an analysis of potential backups to GPS. The continued active operation of Loran-C is not necessary to advance this evaluation. The notice may be viewed online at www.regulations.gov, docket number: USCG-2009-0299. For more information on terminations, reductions and savings contained in the fiscal year 2010 budget, including Loran-C, visit www.whitehouse.gov/omb/budget/TRS/.
