NOAA Responds
The National Oceanic & Atmospheric Administration (NOAA) responded Friday to a non-binding review by a federal government watchdog agency regarding its decision to relocate its Marine Operations Center - Pacific from the Seattle, WA area to Newport on the Central Oregon Coast. “NOAA notified the Government Accountability Office (GAO) in a letter sent today that, consistent with GAO’s recommendations, NOAA will conduct an assessment of whether there was a practicable alternative to awarding a lease to the Port of Newport, Ore., for the NOAA Marine Operations Center-Pacific.” The GAO advised against the move following a protest by the Port of Bellingham, one of three Washington State communities vying for the MOC during a bidding process won by Newport. The GAO determined the move violated NOAA’s own regulations regarding locating a portion of a pier structure within a floodplain. Washington’s Congressional delegation got involved with the protest in trying to force NOAA to remain in the Evergreen State. NOAA plans to review the revised proposals submitted by the Port of Bellingham and the Port of Port Angeles. An independent review by GAO will be requested if there is no practical alternative to the Port of Newport lease. Also, if there is no practical alternative, a public notice will be issued to the local community of Newport “to minimize adverse impact of development in a floodplain.” At the conclusion of the public notice and comment period, a final determination will be made. NOAA expects to complete all actions no later than May 28, 2010. Construction has already begun at South Beach on Yaquina Bay for the new MOC. Members of Oregon’s Congressional delegation applauded NOAA’s response. U.S. Senators Ron Wyden (D-Ore.), Jeff Merkley (D-Ore.) and Representative Kurt Schrader (D-Ore.), issued the following statement on NOAA’s response to the GAO decision sustaining the protest against NOAA’s decision to move their Pacific fleet to Newport, Oregon: “After reviewing NOAA’s letter and speaking with Secretary Locke this afternoon, we are confident that today’s announcement brings us one step closer to establishing the NOAA fleet in Newport. Work already underway on the new facilities in Newport will continue as scheduled. Newport was awarded the NOAA contract because – after a thorough review of its cost and technical merits – it was the best value for taxpayers and the best facility for the fleet. After NOAA conducts this analysis, Newport will still be the best and most cost-effective home for the NOAA fleet. We commend NOAA for the deliberative approach that the agency has taken to this process as well as its ongoing commitment to keeping its decision free from political influence.”

Southwestern to host Oregon Transfer Days college fair
In an effort to assist current Oregon community college students to successfully transition to a four-year college or university, the Oregon Transfer Days Task Force was formed in the fall of 2007. Representatives from Oregon's community colleges have been collaborating with public and private four-year universities to redesign a state-wide tour to all seventeen Oregon community colleges. The goal of the Oregon Transfer Days (OTD) community college fair tour is to educate community college students regarding their access to four-year baccalaureate opportunities through attending a college fair on their community college campus. To ensure the success of each community college fair, the OTD coordinator works with participating community colleges to design a common structure for these events on all campuses. Additionally, a state-wide branding identity was created that represents Oregon Transfer Days purpose, and to attract more community college students to explore four-year transfer opportunities as well represent all state institutions. The OTD tour will be aligned and centrally administered at the state level. The Oregon Transfer Days tour is scheduled to begin in mid-January and conclude in mid-February. Southwestern will host an event on Monday, February 1 in the Hales Center for the Performing Arts (Empire Hall) lobby on the Coos Campus. Attendees can show up at any time during the scheduled hours of 10 a.m. to 1 p.m. Representatives from many colleges will be in attendance at the free Southwestern event, including Alaska Pacific University, Art Institute of Portland, Concordia University, Corban College, Eastern Oregon University, Linfield College Division of Continuing Education, Northwest Christian University, Oregon College of Art and Craft, Oregon College of Oriental Medicine, Oregon Institute of Technology, Oregon State University, Oregon State University – Cascades Campus, Pacific University, Portland State University, Southern Oregon University, University of Oregon, and Western Oregon University.
