Marine Mammal Institute
Thanks to the efforts of the Oregon Legislature’s Coastal Caucus, a bill that passed both the House and Senate unanimously will now shift $9 million in capital construction funds within the university budget to the Marine Mammal Project at Newport on the Central Oregon Coast. Oregon State University will reportedly use the money to apply for $16 million in federal funding from the National Institute of Standards and Technology. The project will produce local construction jobs, add approximately 100 new faculty and staff, and $9 to $15 million a year to the state’s economy. The Marine Mammal Institute will be a multi-disciplinary program, incorporating engineering, genetics, agriculture, aquatics, ecology, veterinary medicine, biology and communications.
Rail settlement
A tentative settlement has been reached between the State of Oregon and Central Oregon Pacific Railroad over a $7.7 million grant revoked by the Oregon Transportation Commission for a switching yard at Winchester, north of Roseburg. The state pulled the grant after CORP closed the Coos Bay to Eugene rail line unexpectedly in September of 2007. The settlement averts a jury trial that was scheduled to get underway this week in a Douglas County Courtroom.
Elk
The reward for information leading to the arrest and conviction of those responsible for killing three elk on the North Oregon Coast and then leaving them for waste has been increased by $2,500 from the Humane Society of the United States and The Humane Society Wildlife Land Trust. The Oregon Hunter’s Association has also offered a $1,000 reward. A hunter discovered the fresh remains in a roadway about two-weeks ago near Tillamook.
Bird killer sentenced
A 21-year old Longview, WA male, who last June drove his Jeep at nearly 70 miles an hour on an ocean beach at Long Beach, WA through several flocks of birds, pled guilty in court to a felony county of animal cruelty and was sentenced to 45-days in jail. Charles Belgard was also fined $1,050. He ran over Heermann’s gulls and Caspian terns, both protected under the federal Migratory Bird Treat Act of 1918.
Seafood & Wine Festival
They call it the “original.” The Newport Seafood & Wine Festival begins tonight on the Central Oregon Coast and runs through Sunday with wine and seafood offered by vendors among displays of artwork for sale in a portable tent large enough to cover a football field on Yaquina Bay’s South Beach.
Mardi Gras Swamp Fest
Good food, plenty of fun and some toe-tapping "swamp rock" are planned for the Mardi Gras Swamp Fest, to be held on Saturday, Feb. 27, at the Harbortown Events Center, 325 Second St., in Bandon. The Coos Historical and Maritime Museum and Kirk and Betty Day and the Harbortown Events Center are sponsoring the fund-raising dinner and dancing from 7 to 11 p.m. McFarlin's Pub in Bandon is catering the event and those attending will dine on McFarlin's famous barbecued pork sandwiches and other dishes featuring a Mardi Gras flavor. Guest will dance to the swamp rock offerings of Kelly Thibodeaux and the Etouffee Band. The evening will also feature a no-host bar, face painting, and a fortune-teller to chart your stars. Photographs will also be available. Guests will be eligible to win the door prize: "Huey," a 6-foot-long plush alligator. Tickets for the evening's dinner and entertainment are $25 in advance ($30 at the door) and are available from museum board members and at outlets throughout the county, including, in North Bend, the Coos Historical and Maritime Museum, 1220 Sherman Ave. and Books by the Bay, 1875 Sherman Ave.; in Coos Bay at Farr's True Value Hardware, 880 S. British Exchange fund-raiser
MHS British Exchange is holding a fund raiser at Egyptian Theatre on this Friday night, Feb. 26, at 7:00pm. Cost is $5/each and they will be showing “Monty Python and the Holy Grail”.

He also served for 12 years as the Survival Training Director at the United States Air Force Academy, Colorado Springs, Colorado. He retired from the Air Force in 1995 after 30 years of service. The Tioga Chapter of the Oregon Hunters Assoc. has scheduled a 4 hour survival seminar with Peter and would like to invite you to attend. Green Building and Remodeling Class
Interested in going green? It doesn’t need to be more expensive than standard building or remodeling. Southwestern Oregon Community College is offering a Green Building and Remodeling class on March 6 from 12:30 – 4:30 p.m. The cost is $35.00. The workshop will be a fast-paced overview of green and sustainable building practices with a focus on energy and resource conservation. Topics will include discussions around planning, designing, building, and remodeling homes that reduce the need for energy and help prepare for the inevitability of more expensive power. The workshop trainer Renée Powers is the founder of True Green Pro Consultants located in Gold Beach. She worked for 20 years as a project manager in commercial construction in the San Francisco Bay Area and specializes in sustainable new construction. Truffles
A 37-year old man from Eugene was cited for Cutting/Transporting of a minor Timber Product without a Permit on Feb. 20, about 4 p.m. on Starker Forest Property on the Central Oregon Coast. According to a news release from the Lincoln Co. Sheriff’s Office, Toby Esthay was cited for harvesting Truffles, a Class C Misdemeanor.
Threats
A report of threats at the Pacific Empire Motel at 155 So. Empire Blvd. in the Empire District of Coos Bay Wednesday night led to an arrest. According to an entry on the police log for 11:24 p.m., 31-year old Michael D. Smith was charged with a Parole Violation of a No Intoxication Clause. He was transported to the Coos Co. Jail at Coquille.
Probation
According to an entry on the Coos Bay Police log for Wednesday, 2:58 p.m., Curtis & Broadway, “Intoxicated Subject.” Forty-six year old Joseph Boyd arrested for Probation Violation, transported and lodged in the Coos Co. Jail at Coquille.
Wanted
A report of “possible location wanted subject” led to two arrests Wednesday afternoon in Coquille. According to an entry on the police log for 2:45 p.m., 200 block E. 11th St., 59-year old Robert L. Donley was arrested on a warrant from Salem PD for Failure to Appear on a traffic offense, and 38-year old Jeromy L. Donley was arrested on warrants out of Multnomah Co. and Marion Co. involving Probation Violation. Both were transported and lodged in the Coos Co. Jail at Coquille.

The City of Coos Bay Code Enforcement Officer recorded alleged “violations of City Code” on the police log for Wednesday, Feb. 24: 4:25 p.m., 2780 Ocean Blvd.; 4:27 p.m., 1965 No. 28th St.; 4:34 p.m., 1188 Idaho; 4:35 p.m., 192 No. Wasson St.; 4:46 p.m., 3485 Vine Ave.; 5:07 p.m., No 34th St. & Lindberg; 5:12 p.m., 980 7th Ct.; 5:18 p.m, 1955 No. 28th St.
Fire
According to an entry on the North Bend Police log for Wednesday, 9:48 p.m., 1400 block McPherson Ave., “officers assisting NBFD on fully engulfed camp trailer at location.”
Cited
According to an entry on the North Bend Police log for Wednesday, 8:47 p.m., Meade & California avenues, 23-year old Joshua R. Bailey, North Bend, cited for Open Container and warned for Unlawful Lane Change and Defective Lighting.
Burglary
According to an entry on the North Bend Police log for Wednesday, 4:02 p.m., a burglary was reported on the 2000 block of Marion St. where “milk, eggs, juice, etc.” were stolen out of a refrigerator in the garage.
Accident
A non-injry accident on the 1600 block of Virginia Ave. in North Bend Wednesday, 3:49 p.m., resulted in a citation to one driver. According to an entry on the police log, 18-year old Amanda M. Derby, Coos Bay, was cited for Driving Uninsured after her 1993 Ford pickup collided with a 1999 Dodge pickup operated by 77-year old Virgil D. Dittrich, Aloha.

According to an entry on the North Bend Police log for Wednesday, 3:13 p.m., 1380 Sherman Ave., “reports transient male sitting in open shelter, smoking MJ.” Officers responded, “advised negative on consent search for drugs; however, one subject did have an open container and was warned for that.” Two males contacted, ages 39 & 46.

A high wind warning remains in effect until 7 a.m. this morning. Rain along the Oregon Coast with highs in the lower to mid 50s and south winds 20-30 mph, but turning to the southeast at 10-15 mph by afternoon and then the east at 5-10 mph. Rain tonight with lows in the mid 40s and south winds 10-15 mph. Mostly cloudy, chance of rain Saturday and partly cloudy on Sunday.

North Bend wrapped up the 4A Far West League basketball season Thursday night with a 55-47 win at Sutherlin. The Bulldogs (13-2, 20-3) clinched the 2010 league title earlier with a win over Siuslaw (2-13, 2-19). Aaron Mateski scored 12 points and Dalton Iveans added 11 in the victory over the “Blue Dogs.” Sutherlin (9-6, 10-14) finishes third. Brookings-Harbor (10-5, 14-8) finished second with a win over Siuslaw 52-47, and South Umpqua (8-7, 14-9) is fourth with a 46-38 win over Douglas (3-12, 5-17). On the girl’s side, Sutherlin (13-2, 20-4) clinched the title with a 51-50 win over visiting North Bend (12-3, 15-8). Brookings-Harbor (9-5, 15-6) is third. The Bruins beat Siuslaw (0-14, 2-19) 59-39, and Douglas (7-8, 12-9) finishes fourth with a 64-37 win over South Umpqua (3-12, 5-18).

A chance to stay at home, or be forced to play on the road is what’s on the line tonight at the Pirate Palace in Coos Bay as Marshfield’s boys host North Eugene in a 5A Midwestern League seeding game. The winner will be the No. 1 seed, and earn a home-court advantage for the March 6th playoff game, while the loser will have to travel to either Pendleton or The Dalles. The two teams have met twice already during the regular season with both teams winning at home. Both teams feature high-scoring guards. North’s sophomore Demerik Taylor scored 31-points in their win over Churchill last Friday, while the Pirate’s senior Kyle Tedder had 25 against Thurston. Marshfield earned the home-court advantage for the seeding game by winning the league title over the Highlanders, who finished second. The game will tipoff at 7 p.m. The Marshfield Booster Club will sell hamburgers and chips for $3 beginning at 5:30 p.m. The first 150 students to the game will get a free hot dog and bag of chips.

The Lakers and Storm play tonight at Prosper Hall with the women’s game at 5:30 p.m. followed by the men’s game at 7:30 p.m. Saturday’s games are 4 and 6 p.m.

Oregon beat USC 54-44 in men’s Pac-10 basketball Thursday night at the Galen Center in Los Angeles. The Ducks (13-14, 5-10) were led by Tajuan Porter’s 16. Across town, Oregon State (12-15, 6-9) fell at UCLA 65-56. Back in the Willamette Valley, Oregon (16-11, 7-8) lost in Eugene to USC 87-84 and in Corvallis, UCLA beat Oregon State (9-17, 1-14) 74-53. They’ll switch opponents on Saturday.

Oregon State’s baseball team (3-1) opens the Pape’ Grand Slam by hosting Tennessee today in Corvallis. The two teams will play each other two more times Saturday and Sunday.

Oregon and Oregon State indoor track athletes compete Friday and Saturday at the Mountain Pacific Sports Federation Championships in Seattle. The Ducks will send 27 women and 26 men to the meet.
