Coquille misses out on Veteran’s Home
With proposals from Coquille, Douglas County, Jackson County, and Klamath County, the Director of the Oregon Department of Veterans' Affairs announced Thursday that the agency will build a second Veterans' Home in Linn County at a site in Lebanon contingent upon local matching funds. Originally slated to be a 250-bed facility, the site evaluation committee recommended that the second veterans' home be 100-150 beds and that a third veterans' home be built in Roseburg to cover Oregon's southwestern region. ODVA will need legislative approval to build a third veterans' home. "The site evaluation committee did painstaking work, visiting each of the five sites and reviewing the excellent proposals that were submitted," Director Jim Willis said. "While all the sites were outstanding, Linn County's proposal rose to the top and we are excited to work with the community to build the second veterans' home." The site evaluation committee, consisting of ODVA employees and outside experts, considered a variety of criteria for locating the new home. When reviewing Oregon's veteran population demographics, the committee recognized the need to adjust its original plan by right-sizing the second veterans' home and planning for a third in Roseburg to cover Oregon's southwestern region. "I believe the committee's proposal is the best plan to meet veterans' needs," Willis said. "We will begin working with the Legislature immediately to gain approval for a third home." The United States Department of Veterans Affairs has reportedly stated that Oregon needs 800 skilled-nursing beds for veterans in the state. Oregon has one veterans' home in The Dalles with 151 beds.

Commission to set ocean salmon seasons
The Oregon Fish and Wildlife Commission will meet in Roseburg on Friday, April 23 to consider ocean salmon fishing seasons. The meeting will begin at 8 a.m. at the City of Roseburg Council Chambers at 900 SE Douglas Ave., Roseburg, Ore. 97470. Meeting agenda and materials can be found here: http://www.dfw.state.or.us/agency/commission/minutes/10/04_apr/index.asp. On Thursday, April 22 the Commission will tour several locations in southwest Oregon including the Rock Creek Hatchery fish ladder project, North Bank Habitat Management Area, and the Winchester Dam. Members of the public are invited to join Commission members on the tour, but must use their own transportation. To join the tour, be ready to depart from ODFW Southwest Regional Office, 4192 N. Umpqua Hwy in Roseburg by 10 a.m. During Friday’s meeting, the Commission will be asked to adopt 2010 ocean salmon seasons for sport and commercial fisheries for state waters in keeping with Pacific Fishery Management Council guidelines that will be adopted April 15. The PFMC will adopt salmon fishing regulations for ocean waters from three to 200 miles off shore. The Commission will consider similar regulations for ocean waters within the three-mile nearshore. South of Cape Falcon, the PFMC is expected to adopt the first significant ocean fisheries for chinook salmon since 2007. However, the fisheries will still be relatively restricted because stocks of Sacramento River chinook salmon continue to be weak for the third straight year. North of Cape Falcon the PFMC may adopt larger quotas for chinook salmon due to higher forecasts for Columbia River chinook. Coho salmon predictions are down, however, and quotas will be smaller than last year. The PFMC recommendations to be considered by the Commission will be posted on the ODFW Web site in the Commission meeting packet on April 19. Finally, the Commission will consider a citizen-initiated petition that asks for one permit to be issued to a licensed bait company allowing it to harvest anchovies from Yaquina Bay and sell them as live bait.

Death investigation
A report of a “male subject possibly having a seizure, is turning blue,” led to the discovery of a deceased subject and a warrant arrest of a 35-year old male. According to an entry on the Coos Co. Sheriff’s Office for Wednesday, 5:49 p.m., Bullards Beach State Park, Jason Christopher Cox, Portland, was found wanted on a Multnomah Co. warrant for Possession of Heroin. He was transported to the county jail at Coquille. The Oregon State Police (OSP) Criminal Investigations Division, with the assistance of the Coos County Medical Examiner, is continuing an investigation into Wednesday evening's death of a woman at Bullards Beach State Park on the southern Oregon coast. The death of the 31-year old transient woman may be the result of a drug overdose. According to OSP Detective John Riddle, on April 14, 2010 at approximately 6:05 p.m. Coos County Sheriff's Office responded to a reported medical emergency at the Bullards Beach State Park campground near Bandon. When deputies and emergency medical personnel arrived they found the woman, identified as TASHA ITURRALDE, age 31, deceased. OSP detectives responded to conduct the death investigation at the state park campground. Investigators were told the woman had a seizure prior to her death. ITURRALDE arrived earlier that date at the state park and was staying with three other individuals at a campsite. Next of kin in the Burn's area were notified. Coos County Sheriff's Office, Bandon Police Department, North Bend Police Department, Coos County Medical Examiner, and State Parks personnel assisted at the scene.

Forgery
According to an entry on the Coos Bay Police log for Wednesday, 3:42 p.m., 1200 Newmark Ave., 57-year old Dale Capps arrested on charges of two-counts of Forgery, two-counts of ID Theft, and one-count of Possession of a Forged Instrument. A news release issued Thursday morning stated, “Dale Capps of South Coast Towing and South Coast Automotive was arrested on forgery charges pertaining to a vehicle title. The Coos Bay Police Department received a report in December that Capps had sold a consignment vehicle at the business. The vehicle’s owners had discovered that their signatures had been forged on the vehicle title, and they had not been compensated for the sale. After a lengthy investigation it was found that Dale Capps had forged the title for the vehicle, and was subsequently arrested. The Coos Bay Police Department during the course of this investigation has received other reports of alleged fraud, theft and price gouging by South Coast Automotive and South Coast Towing. There have been numerous reports of alleged improper business practices filed with the Department of Justice against South Coast Automotive and South Coast Towing. These businesses are operated by Dale and Tyna Capps of Coos Bay.”

Coos Co. Assessor’s Office
Assessor Adam Colby has scheduled a press conference at 9:00 a.m. on Friday, April 16, 2010, to address the status of his office. Location: Law Office of Adam Gould, 243 Commercial Street, Coos Bay. Attendance is limited to members of media only.

Proposed Beach Monitoring
The Oregon Beach Monitoring Program has proposed monitoring 25 public beaches on a regular basis this year including three in Coos County and four in Curry County. With limited funding, the OBMP samples the ocean water at beaches that have had historically higher bacteria levels and ocean water recreational use. Samples will be taken from Memorial Day through Labor Day. Comments on the proposed list of beaches will be accepted until Wednesday, April 28th. The list also includes four in Clatsop County, six in Tillamook County and eight in Lincoln County. Beaches in the western portions of Lane and Douglas counties are not on the list. The Coos County list includes Bandon, Bastendorff and Sunset Bay, while the Curry County list includes Gold Beach, Hunter Creek, Battle Rock at Port Orford and Harris Beach at Brookings.

Hwy. 42 closure
Highway 42 in Winston was still closed Thursday afternoon following a commercial tanker rollover crash earlier in the day. A fire previously reported was small, but the crashed vehicles and damage to an area bridge is keeping clean up crews busy before the road is opened. A detour was in place. According to Oregon State Police (OSP) Senior Trooper Kevin Vanatta, on April 15, 2010 at approximately 10:08 a.m. a 1991 Freightliner tanker truck pulling a tanker trailer was operated by WILLIAM LEE HUNTLY SR, age 58, from Roseburg, eastbound on Highway 42 near milepost 72. The tanker truck and trailer, which was transporting human waste, traveled off the highway and overturned onto its side before coming to rest in a large patch of poison oak and blackberry bushes. The lid on top of the tanker trailer came off, spilling a "substantial" amount of human waste. The truck's fuel tank ruptured and a small fire started, but it reportedly extinguished itself. HUNTLY was not injured. He was driving for Heard Farms out of Roseburg. The amount of human waste spilled out of the tanker is not known. OSP troopers from the Roseburg Area Command office are continuing the investigation.

Detour bridge opens on Oregon 126 west of Eugene
Contractors for the Oregon Department of Transportation will shift traffic onto a temporary detour bridge at the Oakhill Bridge site where Oregon 126 and KR Neilson Road intersect over the Coos Bay Rail Link Railroad near the Eugene city limits. The traffic will shift this Friday, April 16, weather permitting. Flaggers will maintain traffic flow Wednesday, April 14 through Friday, April 16 from 7 a.m. to 5 p.m., closing a lane to provide striping on the detour bridge. Minimal impacts to drivers are expected. After April 16, flaggers will be on site as needed to ensure safe traffic flow and assist with construction staging. ODOT anticipates completion of the Oakhill Bridge replacement project by May 2011. This work is part of a $53.4 million bridge bundle project that will replace six bridges and repair two others in Douglas and Lane counties. The project is funded by the Oregon Transportation Investment Act.

Quakes
A couple of earthquakes shook the Cape Mendocino area of Northern California Thursday. According to the U.S. Geological Survey, a 3.2-magnitude quake was recorded at 3:31 p.m., 22-miles south to southwest of Eureka, CA. And, a 1.6-magnitude occurred at 3:42 p.m., also 22-miles south to southwest of the Humboldt County Seat.

Hybrid vessel
It’s called a “force protection vessel,” and it was tested in the waters of the Charleston Harbor by the U.S. Navy Wednesday. Built by North River Boats of Roseburg, the RAIV (Rigid Aluminum Inflatable Vessel) will be used by armed Navy personnel for waterway patrols at undisclosed, classified locations.

New radar
With a little help from the Crescent City Police Dept., the Gold Beach Police Dept. has two new state of the art speed detection radar devices. Police Chief P.J. Janik used an Oregon Department of Transportation Speed Enforcement Grant to purchase the Lidar Laser units that weigh less than 10 ounces and are about the size of a pair of mini binoculars. They also run on AA batteries and can last up to 30 hours. The grant required a trade-in of old radar units as part of a Federal Energy Savings Rebate Program; however, Chief Janik couldn’t spare any old units. Crescent City had two collecting dust on a shelf and offered to donate them to Gold Beach to be used as the trade-ins.

NB Library Board vacancy
The City of North Bend is seeking applications to fill a vacancy on the Coos County Library Service District Advisory Board. The position for recommendation of appointment will reside within the City of North Bend city limits. NBHS band
The North Bend High School Symphonic Band qualified for state in Wednesday’s district competition. They will be performing on May 12th at the Oregon State University State Final Competition in Corvallis.

Beginning Computer Mouse
The Coos Bay Public Library will again be offering a “Beginning Computer Mouse” class for novice computer users. The class will be held on Friday, April 16th from 9:30 a.m. to 11:00 a.m. at the Library’s Internet computers. Seating is limited so pre-registration is required. The sign-up sheet and registration forms are available at the Reference Desk in the Library. This session is designed for users who have no experience using computers or have had trouble using a computer mouse. Attendees will become comfortable using a mouse and an Internet browser. This will be an ideal chance for computer novices to learn the most basic steps to getting on the Internet.

Coos Art Museum will host a party for Maggie Karl
Coos Art Museum invite you to attend a special celebration in honor of the beginning of Maggie Karl’s 90th year. Folk Society Hosts Barn Dance in Greenacres April 17
The South Coast Folk Society will host a public Barn Dance at the Greenacres Grange Hall on Saturday evening, April 17. This month’s open dance features an excellent band and caller from Portland. Dancers of all ages and experience are welcome to join members of the society for this lively evening of social dancing. At 7PM, the basic dance steps and figures are reviewed for new and returning dancers. Thereafter, the caller, Rich Goss, will teach and call each new dance. Rich has a selection of circle, contra, and square dances that are easy to learn and fun to dance. The popular Portland band, Lanny Martin and Friends, features Lori Prime on fiddle, Jon Neff on Mandolin, Sarah Goss on Oboe, and Lanny on guitar and accordion. They play a variety of inspired Celtic and folk music reminiscent of old world village dances. They will be on stage until 10PM. This event is appropriate for singles, couples and families. The Grange has a large dance floor, so bring your friends too, and a smile. Doors open at 6:45. Wear your dancing shoes and comfortable clothes. Refreshments are available. The longest running continuous high school track meet in Oregon gets underway this afternoon at Pete Susick Stadium, Prefontaine Track in Coos Bay. The 102nd Annual Coos County Track Meet will feature boy and girl athletes from Marshfield, North Bend, Coquille, Bandon, Myrtle Point and Powers. Field events begin at 4 p.m. and running events at 5:30 p.m. The Marshfield Booster Club will serve hamburger dinners at the east end of the stadium near the entrance.

Roseburg to Coos Bay Relay
The 33rd Annual Roseburg to Coos Bay Relay Run will be held Saturday. The teams of five runners each will leave Roseburg in the morning and race 67-miles over the Old Coos Bay Military Wagon Road into Coos Bay and finish at the Fred Meyer parking lot in the afternoon. A 23-mile walk will also follow the course from Laverne Park, outside of Coquille, to the Bay Area.
