PFMC
The Pacific Fishery Management Council last Thursday adopted a set of salmon seasons that provides both recreational and commercial opportunities coastwide for the first time since 2007. The recommendation will be forwarded to the National Marine Fisheries Service for approval by May 1, 2010. “While modest at best in historical terms, this season represents a substantial improvement over the seasons in California and Oregon in the last two years. It will be good to have fishermen back on the water,” said Council chairman Dave Ortmann. South of Cape Falcon - Fisheries south of Cape Falcon, near Nehalem on the North Oregon Coast, are supported by Sacramento River fall Chinook. In 2008 and 2009, poor Sacramento returns led to the largest fishery closure on record. In 2009, adult spawning escapement for Sacramento River fall Chinook failed to meet the escapement goal1 (122,000-180,000 adults) for the third year in a row, leading to the formal declaration of an overfishing concern (although fishing is not considered one of the major causes of the stock’s decline). The forecast for the Sacramento Index of ocean abundance in 2010 is 245,500 adults, which provides adequate numbers for limited fisheries. The Klamath River fall Chinook forecast for 2010 is sufficient to allow some fishing opportunity. The Oregon Coast natural coho forecast in 2010 is about 70 percent of last year’s forecast, but still above the 15 year average. Recreational Fisheries: Recreational fisheries in Oregon will allow Chinook retention and run from Memorial Day through Labor Day weekends. There will also be a concurrent mark-selective coho fishery from starting June 26 and ending either September 6 or when the quota of 26,000 is reached. Recreational fisheries in California are for Chinook only and run from Memorial Day through Labor Day weekends in the Eureka/Crescent City area, and from April 3 to September 6 in areas further south; however, fishing will be closed on Tuesday and Wednesday south of Point Arena. The minimum size limit will be 24 inches for Chinook coastwide. Commercial Fisheries: Commercial fisheries from Cape Falcon to Humbug Mt., Oregon will be open from May 1 through August 25 with some three-day-a-week closures in July. Fisheries in the Humbug Mt. to California border area will be open in May, July and August, with the July and August fisheries on quotas of 1,500 Chinook for each month. Commercial fisheries in California are very limited, but will include two four-day openers in July south of Point Arena, and additional quota fisheries in the Fort Bragg area during late July and August. California and Oregon fisheries also include a catch-and-release genetic study during closed periods. Process - The Council developed the management measures after several weeks spent reviewing three season options. The review process included input by federal and state fishery scientists, fishing industry members, public testimony, and three public hearings in coastal communities. The Council received additional scientific information and took public testimony before taking final action.
SCINT
Three adults were arrested during the execution of a search warrant Friday morning in Coos Bay and a ten-year old child was taken into protective custody. According to a news release from the South Coast Interagency Narcotics Team (SCINT), officers went to 92700 Cascade Lane where they seized over 30 grams of methamphetamine packaged for sale, US currency, processed and packaged marijuana, 5 firearms, precursor chemicals used in the manufacture of meth, drug records and drug paraphernalia. Arrested were 58-year old Donald R. Baltzer, 55-year old John W. Powers, and 39-year old Diane J. Batson, all of Coos Bay. They were transported to the Coos Co. Jail at Coquille on charges of MCS, DCS, PCS Methamphetamine, and PCS, MCS, DCS Marijuana. Baltzer was additionally charged with Child Neglect in the First Degree.
Quake
A magnitude 4.4 earthquake shook the Pacific Ocean floor along a fault line off of Cape Mendocino in Northern California Friday evening at 8:22 p.m. According to the U.S. Geological Society, the quake was located 160-miles west of Eureka, CA. A 2.9-magnitude quake was also recorded Saturday morning, 9:03 a.m., two-miles north of the Humboldt County Seat.
Ray’s Food Place
C&K Market of Brookings has opened its 60th store. Under the banner “Ray’s Food Place,” the family-owned business has leased the former Clark’s Market in Yachats and has reopened the Central Coast community’s only grocery store. Clark’s Market sold to a Bend developer in 2007, which closed the store in early January after the owner committed suicide and his business underwent legal and financial difficulties. The same was true for the Clark’s Market in nearby Waldport. Ray’s also plans to reopen that store in June, but most likely under one of C&K Market’s other names Shop Smart or Price Less Foods. There is already an existing Ray’s Food Place in Waldport.
Refund
After complaining that a user fee charged by the Oregon State Parks and Recreation Dept. to sell beer on a North Coast Beach last year was like a “sales tax,” the OPRD refunded $7,200 to the Seaside Chamber of Commerce last week. The money was generated during the annual Hood to Coast Relay Run which ends on the beach at Seaside. The Chamber’s executive director complained the money charged took away funding from charitable and community projects.
Gun
According to an entry on the Coos Bay Police log for early Friday morning, 2:59 a.m., 800 Crocker St., a 39-year old female complained, “someone in RP’s house with gun.” Fifty-five year old Gregory Sandberg was arrested by North Bend Police and transported to the Coos Co. Jail at Coquille by CBPD. According to an entry on the NBPD log, “officers assisting CBPD on a report of a male subject in someone’s driveway, carrying a gun.” Sandberg was charged with Felon in Possession of Firearm, Carrying Concealed Weapon, Failure to Obey Police Officer, Interfering with Police Officer.
Pond
A 19-year old male contacted Coos Bay Police Thursday afternoon, 3:32 p.m., Mingus Park Pond, to report “he was just assaulted and dumped into the pond at Mingus Park. He is still in the water trying to get out – heard bones in his neck crack, does not want ambulance at this time. Now does want an ambulance.” The victim was taken to Bay Area Hospital and later flown to Emanuel Hospital in Portland. He stated he was familiar with his attacker, “but was unable to provide police with his name.” The attacker is described as a white male, 17-19 years of age, approximately 5-8, 145 to 150 lbs., short dark blond hair and stubble on his face. Wearing a white shirt, black jeans, and a black baseball style hat. He also had a skateboard in his possession that was white and black on the bottom and black on top with white wheels. Anyone who has any information is asked to contact the CBPD.
Cougar
North Bend Police warned residents in the Virginia Ave. and Lakeshore Drive neighborhoods Thursday after a cougar was spotted by officers near McKinley Ave. It ran off into the trees when approached.
Oregon students receive state 4-H scholarships
Sixteen high school students from across Oregon, including two from the Coast, have been awarded state 4-H scholarship awards through the Oregon State University Extension Service 4-H Youth Development Program. More than 100 Oregon 4-H members competed for the scholarships, which range from $500 to $4,500. They were evaluated on their high scholastic achievement, 4-H projects and achievements, and personal essay describing their growth in 4-H. $1,250 Klein-Youngberg Family 4-H Scholarships: Gregory Christensen, Brookings, Curry County; $500 Lois Redman Scholarship: Shelby Culver, Astoria, Clatsop County. Business Development Center to host Grant Writing Institute
South Coast not-for-profit organizations have the opportunity to receive in-depth grant writing training through four seminars being offered by the Southwestern Oregon Community College Business Development Center (BDC) in North Bend the week of April 19. On Monday, April 19, participants will learn about types of foundations, what they fund and grant worthiness. Tuesday’s seminar will guide participants through the fundamental components of writing formal “Foundation Grant Proposals.” A third seminar on “Applied Grant Writing” is scheduled for Wednesday and Thursday, April 21 and 22. This two-day, hands-on grant writing lab requires participants to have attended Tuesday’s seminar. A Friday, April 23 session will focus on “Government Grant Writing” where the process of federal grant writing will be covered in detail. Workshop trainer Kathy Ingram, Ph.D. is southern Oregon’s first nationally Certified Grant Professional and has generated more than $500 million in federal grants and hundreds of successful foundation grant proposals. Her associate Kathleen McFeron is a Certified Grants Management Professional. Preregistration for the seminars is required as space is limited. Roseburg to CB Relay Run
Thirty-eight running teams and three walking teams participated in the 33rd annual Roseburg to Coos Bay Relay Run on Saturday. The South Coast Running Club 67-mile event was won for the second year-in-a-row by the SportHill Team out of Eugene. Their time was 7-hours, 7-minutes and 21-seconds. A local team, “4 Studs and Me” came in second in 8:03.51. Team members included: John Gunther, Anthony Collins, Ben Messner, Thomson Hallmark and Lawrence Cheal. A team from Bandon came in third in 8:37.34 and included: Tom Brown, Tom Bedell, Brent Hutton, Warren Bowden and Martin Abts.

Marshfield fell 7-1 to Churchill in boy’s tennis Saturday in Eugene. The Lancers took both of the top matches in singles and doubles. Singles: No. 1 Chris Wiechert (CH) d Jon Massie (M) 6-3, 6-2; No. 2 Austin Loomis (CH) d Talo Silver (M) 6-3, 6-2. Marshfield dropped its fourth straight 5A Midwestern League baseball game Friday to co-leader Springfield 9-4, as the Millers Jordan Van Engers allowed one hit and struck out seven Pirates (1-4) over six innings in Springfield. In other games: Thurston (4-1) beat Churchill (3-2) 10-3 to move into a tie for first place, although Springfield (4-1) beat the Colts earlier. North Eugene (3-2) handed Willamette (0-5) its fifth straight loss, 3-1. The second round begins Monday with Willamette at Marshfield, Wednesday No. Eugene at MHS, and Friday, the Pirates at Churchill.

North Bend and Douglas split a 4A Far West League baseball doubleheader at Clyde Allen Field in North Bend Friday. The Bulldogs won 8-7 in nine innings in the first game as Hayden Davisson hit a walk-off single in the bottom of the ninth. Lucas Qualman was 3-for-4 with two home runs and four RBIs, and Duke Mitchell had two hits and scored three runs for North Bend. The Trojans won the nightcap 13-7. Both North Bend and Douglas are 1-2.

Springfield’s Kristina Meza struck out 12 in a complete game to lead the Millers to a 10-1 5A Midwestern League softball win at Marshfield in Coos Bay Friday. The Pirates complete the first round with a 1-3 record, but still have a makeup game with Thurston. Springfield is 3-2. In other games, Thurston (4-0) beat Churchill (3-2) 6-4, and North Eugene (3-2) downed Willamette (1-4) 11-1. The Pirates play at Willamette on Monday, at No. Eugene Wednesday and home to Churchill on Friday.

North Bend’s boys fell 5-3 at Grants Pass Thursday in prep tennis. The Bulldogs won three of the four double’s matches, but the host Cavemen swept the singles. Winning for North Bend were: Jackson Stump & Isaac Logan, Steven Cuzzort & Kevin Johnson, and Chase Scott & Nick Edmunds.
3A Tourney
Momentum is building in the community to bring the boy’s and girl’s 3A OSAA basketball tournament to the Bay Area in 2011. North Bend and Marshfield high schools are pitching a proposal to the Oregon Schools Activities Association to move the tournament from Willamette University in Salem to the two high schools for the next four year block. A final presentation is scheduled for May 3rd before the OSAA Executive Board in Wilsonville. The Bay Area Chamber of Commerce is getting behind the effort along with the CB-NB Visitor’s Convention Bureau. Officials believe the tourney will attract not only the 16 teams in March of next year, but more than a thousand fans who will stay in area motel, eat in our restaurants and shop locally. A survey is being circulated that will be used to show the OSAA community support http://www.surveymonkey.com/s/69RXK7K. Tournament tickets will cost $60 to cover all of the games. Coos Co. Track Meet
Marshfield’s boys and North Bend’s girls won the team portion of the 102nd Annual Coos Co. Track Meet at Pete Susick Stadium and Prefontaine Track in Coos Bay Friday. The Pirates boys tallied 279-points to North Bend’s 109, Bandon 67.5, Coquille 33, Myrtle Pt. 21.5 and Powers 11. The Lady Bulldogs put up 197-points for first, followed by Marshfield’s 179.5, Bandon 71.5, Myrtle Pt. 43, and Coquille 30. Outstanding male competitors were: Runner - Blake Kemp (MHS) who won the 110 High Hurdles in 15.65, the 300 Intermediate Hurdles in a new 5A state leading best of 39.71, and ran the anchor led on the winning 4X100 Relay that tied the meet record of 43.94, although the previous time was actually a hand-time of 44.0 converted to 43.94. Throws – Dalton Milburn (MHS) who won the Discus at 149-6, second in the Shot Put at 44-8, and third in the Javelin at 154-0. Jumps – Colton Thurman (MHS) who won the Long Jump at 19-3¼, and the High Jump at 6-2. Outstanding female competitors were: Runner - Kristina Hossley (NB) who won the 100 Hurdles in 16.16, 300 Hurdles in 50.06, ran a leg on the winning 4X100 Relay, and also won the High Jump at 5-0. Throws - Hannah Francis (MHS) who won the Discus at 125-01, took second in the Shot Put at 34-0, and second in the Javelin at 112-11. Jumps – Brooke Davison (NB) who won the Triple Jump at 32-11½, second in the Long Jump at 15-10, and was also first in the Javelin at 120-10 and was a member of the winning 4X400 Relay team. Marshfield competes at Springfield Tuesday, and then participates in the 10th annual Prefontaine Rotary meet in Coos Bay on Saturday with North Bend and 27 other teams. The Bulldogs will first host a Far West League meet on Tuesday at Vic Adams Field, Frank Shriver Track.

With a little more than 5,200 fans at Historic Hayward Field in Eugene, Oregon’s men defeated visiting UCLA 92-71 Saturday in a dual track meet. Some of the Ducks’ athletes will compete at the Penn Relays this weekend in Philadelphia.
