Oregon Coast News - April 20, 2010

Wave Energy
The race is on to develop a data baseline in an effort to determine answers about the impact proposed Wave Energy buoys will have on the ecology below and above the Pacific Ocean surface off the Oregon Coast. Uncertainties and unknowns already exist, but some of the gaps in the data are closing according to researchers studying the proposal. Ocean Power Technologies (OPT) of New Jersey plans to deploy the first of ten buoys approved for a Wave Energy farm off of Gardiner this fall. At a cost of $4 million, the state-of-the-art Wave Energy buoy is 140-feet long, 40-feet wide, and weighs 200-tons. Oregon Iron Works, Inc. of Clackamas County, Oregon is manufacturing the buoy. Thirty-feet of the buoy will rise above the surface. The buoy will be moored by underwater chains attached to three large concrete anchors on the ocean’s floor. Scientists are trying to determine what effects the buoy systems will have on water circulation, currents, stratification, sediment and sand movements offshore and onto the beaches, and what impact the mechanization will have on seabird and mammal behaviors. Gray whales migrate twice a year north and south along the Oregon Coast. How will the buoys affect their acoustics? Existing oil platforms and wind farms do provide some data, but more questions remain. The underwater structures will also attract rock-associated species to a sandy bottom habitat changing the environment of the ocean floor. Surveys of rocky sites are planned this summer, and Oregon State University is also going to launch another Wave Energy buoy test berth offshore from Yaquina Head at Newport. Surveying, monitoring and other investigations are expected to continue for the next several years. OPT has agreed to participate in the studies and adapt their operations to problems that arise.

Jobs
According to the latest South Coast Labor Trends report from the Oregon Employment Dept., “Coos County’s payroll employment rose by 300 jobs in February, mostly due to typical seasonal trends in local government education employment. Professional and business services also added 50 jobs over the month. Retail trade shed 20 jobs in February, continuing to wind down from the holiday peak. Other industries showed very little change in job counts in February. Coos County has lost 2,750 jobs since the most recent peak February employment back in 2006, for a total decline of 11.8 percent since the beginning of the Great Recession.” Curry County’s payroll employment dipped by 30 jobs in February. “Curry County’s losses since its February peak employment in 2006, prior to the Great Recession, totaled 960 jobs, for a four-year decline of 13.8-percent.”

Suspicious death
Investigators on the Central Oregon Coast are describing the death of a 49-year old woman over the weekend as “suspicious.” According to OSP Lieutenant Mike Turner, on Sunday afternoon, April 18, 2010, OSP was notified by Lincoln City Police Department (LCPD) about a death investigation their department started Saturday evening involving the victim, OLISSA JACKSON, age 49, from Lincoln City. On April 17th at approximately 7:36 p.m. JACKSON was reportedly driven to North Lincoln Hospital in a red 1999 Dodge pickup with injuries associated with falling from a vehicle. JACKSON was initially treated at North Lincoln Hospital then taken by ground ambulance to the Grand Ronde area where she was picked up by helicopter and flown to Legacy Emanuel Hospital in Portland. JACKSON was pronounced deceased after arriving at Legacy Emanuel Hospital. The ongoing investigation determined the incident happened at Tierra Del Mar Beach near Pacific City in Tillamook County. This beach is about 35 minutes from the Lincoln City-area hospital where JACKSON was initially taken to. Investigators notified the Tillamook County District Attorney's Office and are coordinating the investigation with their office. The Dodge pickup believed to be involved in the incident was located and seized. The driver was identified as DEREK INGRAM, age 23, from Depoe Bay. Anyone with information related to this investigation is asked to contact OSP Northern Command Center dispatch at 800-452-7888.

Coast Guard rescues injured man from sailboat near Cape Lookout, Ore.
The Coast Guard transported an injured man from a sailboat approximately four miles from Cape Lookout, Ore., to shore in Tillamook, Ore., Monday. Air Station Astoria received a report stating a man aboard the sailboat had fallen and was having trouble breathing. An MH-60 Jayhawk helicopter crew from Air Station Astoria and two 47-foot motor life boat crews from Station Tillamook Bay, Ore., were sent to the scene. One 47-foot motor life boat crew transported the man to shore while the other crew towed the vessel to Tillamook Bay. The man was taken by ambulance to Tillamook County General Hospital in Tillamook, where he was determined to have two broken ribs and a punctured lung.

Baby whale
A dead baby whale washed up on a North Oregon Coast beach last weekend. Officials say it was tangled with crab pot lines. A marine biologist says the whale was still of nursing age. It washed up dead on Clatsop Beach north of Gearhart Friday.

Quake
An on land earthquake shook 32-miles south to southeast of Eureka, CA Monday morning. According to the U.S. Geological Survey, the 3.1-magnitude quake was recorded at 8:48 a.m.

College schedules two events for Sexual Assault Awareness Month
April is Sexual Assault Awareness Month and Southwestern Oregon Community College will be providing a couple events to get the awareness out. On April 20, there will be a Self Defense night at 6 p.m. in the Hales Center for the Performing Arts on the Coos Campus. Useful information relating to both men and women on self defense will be presented. Men, women, and children of all ages are welcome to participate on April 21 in a Take Back the Night Ceremony. The event will be held at 6 p.m. in Eden 1 on the Coos Campus. There will be guest speakers, refreshments, and a candlelight march along campus. Individuals interested in learning more about Take Back the Night can visit the official website at www.TakeBackTheNight.org. According to the site, “Even though we have made great strides, the march is far from over.” “Come join the fight to end sexual violence,” said Jessica Elder, Health and Safety Student Activity Programmer.

Jewell Grange
The 80-year old Jewell Grange on the North Oregon Coast burned to the ground early Saturday morning. The fire was reported at 2:30 a.m., no one was injured, and an investigation into the cause of the fire is underway.

Misconduct
A former Port Orford police officer pled guilty to First-Degree Official Misconduct charges in Curry County before his April 14th trial was scheduled to begin. Forty-three year old John Charles Fink was placed on 36-months probation and ordered to pay $1,600 in fines. He was originally charged last summer following an investigation by the Oregon State Police. Fink last worked in Port Orford in 2008. The Official Misconduct charge stems from an incident in September 2008. He was placed on Administrative Leave and later resigned.

Marshfield Times
Eight students from The Marshfield Times staff attended the national high school journalism convention over four days recently in Portland. They entered a copy of the February issue of the newspaper and earned 6th place in the national Best of Show competition. Four students also competed in individual competitions and two earned national awards. Sophomore Lucia Vaughan won Honorable Mention in editorial cartooning and Amy Laube, also a sophomore, won Honorable Mention in news-writing. Senior Markus Boesl is the newspaper’s Editor-in-Chief.

No Vacancy
Fort Stevens State Park already has a "no vacancy" sign posted for its campground during Astoria's annual Crab and Seafood Festival April 23-25. All of the park's 495 campsites and 15 yurts are reserved for the weekend. No first-come, first-served sites are available.

Free trees
Pony Village Mall in partnership with Three B’s Nursery, is having a free tree give away on Earth Day, April 22nd. This is in honor of Earth Day and Three B’s Nursery will be in center square at the mall, giving away 100 trees. These trees will be Oregon Ash trees and a few other varieties. Three B’s Nursery would like to encourage children to get involved in planting trees. Every child 12yrs or younger may take home a tree, free of charge. If your child is in school or cannot attend this event, a parent may pick up a coupon good at Three B’s Nursery when the child can be present. I have attached some information. BDC program helps create, improve business plans
Looking for a way to be more effective as a business owner? Trying to finance your business? Want to plan for business expansion, retirement or selling your business? Beginning May 12, the Southwestern Oregon Community College Business Development Center (BDC) is offering a two-session, six hour program in North Bend that focuses on building a business on solid ground. Participants will save time and avoid costly mistakes by learning how to grow a successful business and to write a business plan to access funding. The program’s format includes two evening group meetings featuring Arlene M. Soto, Southwestern BDC Director, as the presenter. She has been working with small businesses since 1988, first as a business owner and then for over twelve years as the Director of the SE Wyoming Small Business Development Center office. Soto has served in her current role since 2007. Participants learn why a business plan is important, how to use one and how to write an effective business plan that will be read. One-to-one advising, as well as access to other BDC resources is also available. The program provides an opportunity to share ideas with other entrepreneurs; learn planning techniques; and, find resources helpful for business owners. “This class is well worth the time and dollars,” notes a former participant. “I had forgotten some of these concepts over the years and I look forward to putting this information to work in my business.” A registration fee of $75 (prior to May 5) covers the complete program, as well as materials. The North Bend City Budget Committee and Urban Renewal Agency Budget Committee will meet on Tuesday, April 20, 2010 and Wednesday, April 21, 2010 at 7:00 p.m. in the council chambers of City Hall, 835 California Street, North Bend. “Bedrock’s to Celebrate 10 Years”
On Tuesday April 20th from 5-9 pm, Bedrock’s Reedsport will celebrate 10 years in business. The celebration will kick off with “Bedrock’s Pizza Eating Contest” that evening. Anyone 18 or older is invited to sign up and at 5:15 five names will be drawn for a five minute Pizza Eating Contest. Assault
According to entries on the Coos Bay Police log for Sunday night. At 8:59 p.m., 260 2nd Ave., Millicoma Middle School, 19-year old female reported “fight.” Victim listed as a 25-year old female. At 10:19 p.m., Silver Dollars at 479 Newmark Ave., a 58-year old female was reportedly assaulted. At 11:31 p.m., 500 block Schetter Ave., a 66-year old female reported “two people fighting in the street, males.”

Vehicles
According to entries on the Coos Bay Police log for Sunday night, early Monday morning involving vehicles. At 2:02 a.m., Hall Ave. & So. 5th St., 26-year old male reported “two kids digging around in the neighbor’s garage. They are also checking car doors.” At 7:45 a.m., 300 block So. 8th St., 17-year old reported “theft from vehicle.” At 10:45 p.m., 275 No. Broadway Ave., 38-year old female reported “a male subject checking cars in the parking lot with a flashlight.” At 1:52 a.m., 339 No. Broadway, Morins, 57-year old male “reports the window broken out, multiple items taken.” On the North Bend Police log, at 7:59 p.m., 1300 block Virginia Ave., “reported her locked vehicle was broken into with multiple items taken.”

Accident
One of the drivers involved in a two-vehicle accident at Hall & So. 1st Street in Coos Bay Sunday afternoon, 2:01 p.m., was cited. According to an entry on the police log, 19-year old Sarra Brune was cited for Careless Driving.

Domestic
According to an entry on the North Bend Police log for Sunday, 1:51 pm., 2100 block Inland Dr., “reported her parents are having a domestic problem.” Fifty-two year old Richard Hernandez, North Bend, taken into custody on Assault IV/Domestic and Menacing/Domestic and was transported to the Coos Co. Jail at Coquille.

Sexual abuse
According to an entry on the North Bend Police log for early Sunday morning, 12:53 a.m., Bar Wench, 645 Virginia Ave., “Sexual Abuse” alleged.

Animal Abuse
According to a news release from the Coos Co. Sheriff’s Office, “On Friday, April 16th, a mother cat and her four, still nursing, kittens were found approximately 2 miles from Coquille on the Fairview Road. The mother cat and her kittens were locked inside a red storage tote with a bi-fold hinged lid, sealed with Duct tape to prevent the cats from escaping and deny any air flow to enter. The tote in question had ‘Fern’, ‘Ross’ and ‘Lila’s clothes’ written across it. The red plastic tote is thought to have been placed along the Fairview Road sometime in the evening of Thursday, April 15th.” The cats are now being cared for. Anyone with information is asked to contact the Sheriff’s Office at (541) 396-3121, Ext. 371.

Attempt to elude
According to a news release from the Coos Co. Sheriff’s Office, “On 04-17-2010, Coos County Sheriff Deputies attempted to stop a white 1994 Dodge Van at Cape Arago Hwy and Boat Basin Road after it nearly struck the patrol vehicle and overtook another vehicle near that location. The vehicle was finally stopped after a short chase at Troller Road and Cape Arago Hwy. The driver of the vehicle 55 yr old Coos Bay resident Darrell Werner was arrested on charges of Attempt to Elude in Vehicle and Reckless Driving. Darrell Werner was taken to the Coos County Jail.”

Stabbing
According to a news release from the Coos Co. Sheriff’s Office, “ On 4/17/10 at approximately 2123 hrs, A Coos County Deputy Sheriff was dispatched to Bay Area Hospital for a stabbing. At the hospital the Deputy contacted 42 YOA Arthur Saaloos of Coos Bay, who was being treated and admitted for two stab wounds. After speaking with the victim, the Deputies responded to, 65994 Sunshine Ln, the victim’s residence and where they believed the incident to have occurred at. There Deputies contacted a 17 YOA male that had been identified as the suspect. As a result of an investigation the 17 year old male was arrested on 2 counts of Assault 2 and Unlawful Use of a weapon. The 17 year old male was transported to the Coos County Juvenile Detention where he was lodged.”

With the score tied at 3-3 entering the seventh, visiting Willamette scored three runs and then held off a Marshfield rally to win a 6-5 5A Midwestern League baseball game in Coos Bay Monday. The Wolverines (6-9, 1-5) struck with two out in the top of the seventh after Taylor Woodke was walked by Pirate starter Doug Molzahn. A couple of errors followed by a hit by Tony Svenson, who was 3-for-4 at the plate, allowed Willamette to take a 6-3 lead. Marshfield (1-5, 5-7-1) came back as Cody Dew, who stroked a home run over the right field fence earlier, was hit by the Wolverine’s second pitcher used in the game, Koleton Williams. Williams then walked Kane Rowley. Elliot Aurdahl and Zach Thrall followed with hits as Dew and Rowley scored to make it a one run game with no one out. Josh Perkins then hit into a double play, but Aurdahl made it to third. With two out and the tying run at third, Williams came up with his fifth strike out with Raymond Jones at the plate to end the game. In other MWL games: Thurston (5-1) beat No. Eugene (3-3) 4-3, and Springfield (5-1) downed Churchill (3-3) 12-4.

Willamette beat visiting Marshfield 7-6 in a 5A Midwestern League softball game Monday in west Eugene. The Wolverines (2-4) got a two-run single with two out in the bottom of the seventh to come-from-behind and take the win. Kara Young led the Lady Pirates (1-4) by batting 2-for-4 with two doubles. In other MWL games: Thurston (5-0) beat No. Eugene (3-3) 9-2, and Springfield (4-2) over Churchill (2-4) 1-0.

Marshfield placed third in a boy’s golf tournament at Shadow Hills Country Club in Junction City on Monday. Marist won with a 312, while Thurston was second at 324. The Pirates shot a 331, followed by Willamette (334), Churchill (339), North Eugene (344) and Springfield (396).

Marshfield’s track team will compete in a 5A Midwestern League dual meet at Silke Field in Springfield today.

North Bend is scheduled to host a 4A Far West League track meet today at Vic Adams Field, Frank Shriver Track beginning at 4 p.m.

North Bend is scheduled to host No. Eugene in boy’s tennis today at noon. Marshfield will play the Highlanders at 3 p.m. in Coos Bay. The Lady Pirates are scheduled to play at NE today at 3 p.m. North Bend is scheduled to travel to Southern Oregon to play Grants Pass in girl’s tennis today.

The University of Oregon’s Alex Wolff has been named the Pac-10 Conference’s Field Athletes of the Week for a personal best in the Javelin Throw last weekend against UCLA. The junior from Newberg was recently granted a sixth year of eligibility due to medical hardship after suffering season-ending injuries during both the 2006 and 2007 seasons. He was named an All American after the 2008 and 2009 seasons.

Oregon State head men’s basketball coach Craig Robinson is pleased to announce the release of his first book, “A Game of Character,” available for purchase beginning on Tuesday, April 20. Robinson recently embarked on a media tour to promote the book as the third-year Oregon State head coach appeared on NBC’s The Today Show on Monday. Highlights of the book tour include appearances on Larry King Live (Tuesday, April 20), The Colbert Report (Wednesday, April 21) and Jimmy Kimmel Live (Wednesday, April 28). Among the many stops on the book tour, the Oregon State Bookstore will host a signing with Robinson at 7:00 p.m. on Thursday, April 29, at the Valley Football Center.
