Morris returning
Aggravated Murder suspect Gabriel C. Morris has reportedly waived the balance of his extradition process from Virginia to Oregon and will be returning to Coos County “in the near future” to face charges involving the shooting deaths of his mother and her boyfriend on February 8th at their home just outside of Bandon. According to a news release issued Tuesday, April 20, 2010, District Attorney R. Paul Frasier says he anticipates that “he will be returned to Coos County sometime between now and May 5, 2010. Frasier adds “for security reasons, I cannot disclose when exactly Mr. Morris will be returned to Oregon. However, I will notify the media when Mr. Morris’ first court appearance will be once he had been lodged in the Coos County Jail.” Morris fled Coos County with his wife and four-year old child. The couple was finally taken into custody by U.S. Marshals in Virginia following a national broadcast on the television show America’s Most Wanted.

IBO Candidate’s Forum
For this Wednesday’s IBO presentation the Bay Area Chamber of Commerce has scheduled a Candidate Forum for Coos County Commissioner Position 3. Tim Novotny will be the moderator for this event, which will involve seven of the eight declared candidates: Daniel Baumann, Rachel Duncan, Andy Jackson, Geno Landrum, Dale Pennie, Gordon Ross and Kevin Stufflebean. This IBO session will be held in the Salmon Room at the Mill Casino-Hotel from 11:30 to 1:00 pm, Wednesday, April 21st. Please note due to the number of candidates the program will start exactly at 11:30 am. These luncheons are open to all who are interested in attending, but we ask you call the Chamber office at 541-266-0868, to ensure we have enough food available.

State Marine Board grant
The Oregon International Port of Coos Bay has been notified that it will receive $645,000 in federal funds to go with $742,500 in funding from other State and local project partners, including $382,500 from the Port, to expand the Charleston Marina to accommodate more permanently-moored boats and also to allow the Port to attract more transient boat traffic. According to a news release from the Port, “The Charleston marina project will rehabilitate moorage facilities and create additional recreational vessel moorage on B Dock. In recent years the marina has maintained a waiting list of annual moorage requests for recreational boats, and by reconfiguring various docks throughout the marina many of those requests have been satisfied. The current list has four boats in the 20-foot to 50-foot range, although the list is expected to grow as summer approaches.” Annual moorage, recreational and commercial, accounts for 67% of all marina moorage. The project funding includes architectural and engineering design and drawings, all required permits, replacement of steel piloting and concrete floating docks, upgrade of utility connections for electrical power, water and waste water, a new shore to dock gangway, minor landscaping and information kiosks. The $1.3 million project is scheduled to being in the fall of 2011.

Jobless rate
The unemployment rate for the five complete counties along the Oregon Coast went up between the months of February and March. According to the latest figures from the Oregon Employment Dept., despite increasing nearly across the board, the jobless rate was still less than the previous year in four of the five counties. In Coos County, 12.1% of the workforce was unemployed during March, as compared to 11.4% in February and 12.8% the year before. In Curry County the rate went up to 12.1% from an 11.0% the previous month, but still less than the 12.8% in March 2009. Further up the coast in Lincoln Co., the out-of-work percentage was 10.3%, up from 9.4% in February, but less than the 10.7% of a year ago. In Tillamook Co., the rate last month was 8.9%, up from 8.2%, but less more than a percentage point below the rate last year of 10.2%. Clatsop Co. was the only county to go over the previous year. The rate in March 2010 was 9.2% compared to the 8.5% in February of this year, and the 9.1% recorded in March of 2009.

Young sentenced
One of the founders of the Oregon Coast Lab Band has been sentenced to 19 months in prison for stealing more than $86,000 from the youth organization between 2003 and 2008. Fifty-five year old Greg Young told Coos Co. Circuit Court Judge Michael Gillespie that he accepts full responsibility. His wife Patricia also pled guilty last week to two counts of Aggravated Theft and two-counts of First Degree Theft and will be sentenced on Friday. Discrepancies in the financial books were discovered in 2008. Young was suspended and then resigned in August 2008.

Salmon
Young salmon migrating from the Snake River in Eastern Washington down the Columbia River to the Pacific Ocean will be barged and spilled over hydroelectric dams during their journey. The Obama Administration, after first opting to barge the salmon around the dams, decided to follow the advice of a panel of scientists who recommended using the spill technique instead. A brief was filed in U.S. District Court in Portland on Monday supporting the plan.

Funding for Natural Resources Restoration/Maintenance Projects Available
The public is invited to submit funding applications for Title II natural resources projects designed to benefit the land and resources of the Bureau of Land Management (BLM) Coos Bay District, and the rural economies of Douglas, Coos, and Curry Counties. Project applications should be submitted to Glenn Harkleroad at the BLM Coos Bay District Office by June 4, 2010. The Coos Bay Resource Advisory Committee (RAC) is made up of citizens representing a wide variety of interests. They will meet later this summer to review the submitted projects and recommend to BLM which projects should be funded. Approximately $3 million is available to fund beneficial projects. The RAC is expected to advise the Secretary of the Interior of their funding priorities by mid August, and the BLM will approve projects for funding by September 30, 2010. Funding for approved projects is expected to be available in January 2011.

Sudden Oak Death
The California Association of Nurseries and Garden Centers (CANGC) and the Oregon Association of Nurseries (OAN) successfully resolved a federal lawsuit against South Carolina Monday. The two associations filed their lawsuit on March 10 challenging a regulation that disrupted shipments of plant material from California and Oregon growers. South Carolina chose to rescind the contested regulation rather than fight in court. Shipments of nursery products are expected to resume immediately. The suit stemmed from actions South Carolina took last year. In 2009, the South Carolina Assembly enacted a regulation that prevented California and Oregon growers from shipping plants that could be host to a plan disease known as Phytophthora ramorum (sometimes referred to as Sudden Oak Death). The regulation required nurseries in California, Oregon, and Washington to perform special inspections, provide extra documentation, and give advance notice for all shipments. Such requirements are illegal under the federal Plant Protection Act and unconstitutional under the Supremacy Clause of the U.S. Constitution when a federal agency's valid order has been established to govern interstate shipments. The USDA Animal and Plant Health Inspection Service (APHIS) has regulated Phytophthora ramorum since 2002 in an effort to prevent its spread.

ODFW releases conservation and recovery plan for lower Columbia salmon and steelhead
The Oregon Department of Fish and Wildlife has released its plan for the conservation and recovery of Oregon 's native salmon and steelhead populations in the Lower Columbia River and is seeking public comment. The Lower Columbia River Conservation and Recovery Plan for Oregon Populations of Salmon and Steelhead (Plan) outlines steps to rebuild natural populations of salmon and steelhead in the Lower Columbia that have experienced drastic declines over the last 100 years. The Plan’s goal is to help salmon and steelhead populations grow to levels where they no longer need protection under the federal Endangered Species Act. ODFW will present the plan and gather comments at four public workshops scheduled in April and May in Hood River, Portland, St. Helens and Astoria.

Emergency Radio Exercise
On April 3rd members of the Lincoln County Sheriff’s Office Radio Amateur Civil Emergency Services /Radio Auxiliary Telecommunications Specialists (RACES/RATS) emergency communications volunteers participated in a communications exercise spanning a large area of northwest Oregon. Involved in the exercise, in addition to Lincoln County, were Tillamook County, Washington County, and the City of Hillsboro. The exercise used several forms of radio communication and was designed to help determine the coverage available using the different forms of communication that the county might rely on in an emergency on the Central Oregon Coast. Locations with RACES/RATS members present during the exercise included Lincoln City, South Beach, Depoe Bay, Seal Rock, Toledo, Eddyville, Lost Creek, and Yachats. In addition, several stations were operating in the Newport area. The exercise was operational from 9:00 a.m. to 12:30 p.m. Cpl. Mike Wheeler, Lincoln Co. Sheriff’s Office, “The exercise was a success, due in a large part to the dedication of the Lincoln County volunteers who put forth so much time and effort to make sure Lincoln County will have communications in the event of an emergency.”

Public invited to statewide meetings about hunting regulations:
ODFW will host a series of public meetings around the state to present information and accept public comment on proposals for hunting regulations, including the possibility of making the wearing of hunter orange while hunting mandatory in Oregon. Currently, ODFW strongly encourages but does not require that hunters wear hunter orange while hunting. Due to concerns about vision-related hunting fatalities, the Fish and Wildlife Commission is considering making the wearing of hunter orange mandatory while hunting. The Commission requested that ODFW staff research the issue and propose various rule options. Meeting attendees will hear these options and may offer public comments about them. Proposed rule options should be online at the Web site below no later than the end of next week (April 30). http://www.dfw.state.or.us/resources/hunting/safety/hunter_orange.asp. The Commission will be briefed on the proposed hunter orange rule options during the June 4 meeting in Salem , when they will decide whether to move forward with formal rule-making. If they decide to proceed, final rules regarding hunter orange would be considered at the Oct. 1 meeting in Bend when 2011 big game regulations will be set. Also at the series of public meetings, ODFW staff will provide information about big game herd health and numbers, propose the number of controlled big game hunting tags to issue this fall and review concepts for 2011 big game regulations. Fall big game tag numbers for 2010 controlled hunts will be available online in early May under the Hunting Resources page: http://www.dfw.state.or.us/resources/hunting/index.asp. Oregon offers both general seasons and controlled hunts for big game (deer, elk, pronghorn, bighorn sheep, Rocky Mtn goat, cougar, and black bear). The number of tags for controlled hunts is limited and hunters must apply for them by May 15 each year. The Commission will adopt 2010 fall big game tag numbers at their June 4 meeting in Salem. Also during the statewide public meetings, those interested in Oregon’s Mule Deer Initiative (MDI), an effort to boost declining mule deer numbers, are encouraged to offer public comments about the MDI plan. Meeting attendees can also offer input on game bird hunting regulations, which the Commission will set at the Aug. 6 meeting in Salem. A report of an intoxicated subject at Figaros at 29 West 1st St. in Coquille early Tuesday morning resulted in two arrests. According to an entry on the police log, 21-year old Josie A. Webber, and 29-year old Bro C. Puckett, were both charged with Disorderly Conduct and lodged in the Coos Co. Jail at Coquille.

According to an entry on the Coos Bay Police log for Monday night, 9:12 p.m., 200 block No. Schoneman, 47-year old male reported, “two people fighting in front of his house they are on the ground beating each other.” Police and fire were dispatched.

Assault
According to an entry on the Coos Bay Police log for Monday night, 8:40 p.m., 4th & Central Ave., an 18-year old male was listed as the victim of an Assault.

Dispute
According to an entry on the Coos Bay Police log for Monday night, 8:28 p.m., 1000 block Pacific Ave., 20-year old female reported, “two people fighting with her & her boyfriend.”

Fight
According to an entry on the Coos Bay Police log for Monday, 7:09 p.m., 1400 block Newmark, 48-year old female reported “fight/mental subject.”

Gun
According to an entry on the Coos Bay Police log for Monday, 6:24 p.m., 100 block No. 10th St., 28-year old female reported “subject pointed gun at her as they passed in vehicle.”

Assault
According to an entry on the Coos Bay Police log for Monday, 2:54 p.m., 200 block Ingersoll, 52-year old female “reported mother was assaulted.”

Juvenile
A 15-year old male juvenile was arrested on charges of Criminal Trespass I and Juvenile Probation Violation Monday, 2:50 p.m., 900 block So. 8th St. in Coos Bay. According to an entry on the police log, he was lodged in Juvenile Detention.

Shoplift
Two female were arrested on Theft II charges following a report of “shoplifting” at Walmart at 2051 Newmark Ave. in Coos Bay Monday at 12:29 p.m. According to an entry on the police log, 30-year old Brandy Clingings and 53-year old Johanna Klenz were cited.

According to an entry on the North Bend Police log for Monday, 12:54 p.m., 600 block Virginia Ave., 24-year old Anthony William Ness, North Bend, taken into custody on Franklin Co. Sheriff’s Office, WA, warrants charging Failure to Register as Sex Offender. Transported to the Coos Co. Jail at Coquille.

Sophomore Dalton Milburn won two events as Marshfield downed Springfield 82-44 in a boy’s 5A Midwestern League dual track meet at Silke Field in Springfield Tuesday. Milburn won both the Shot Put (39-6¾) and the Discus (144-3), while his brother Dallas took the Javelin (167-9). The Lady Pirates also beat the Millers, 90-42. Senior Hannah Francis took the Discus (125-8) and the Javelin (100-0), while freshman Emily Moe won the 100-Hurdles (18.60) and the High Jump (4-8).

Siuslaw won both the boy’s and girl’s portions of a 4A Far West League Invitational track meet at North Bend Tuesday. The Vikings rolled up 121-points on the boy’s side to nip Douglas by eight-points (113), followed by North Bend (95), Brookings-Harbor (70), South Umpqua (56), and Sutherlin (37). On the girl’s side, Siuslaw scored 142-points to North Bend’s 118. They were followed by Douglas (87.5), Brookings-Harbor (83.5) and Sutherlin (54). North Bend’s Jake Lucero won both the 110-High Hurdles (16.80) and the Shot Put (43-04½), while the Bulldogs Brooke Davison took the Javelin (110-07) and Long Jump (15-02).

3A basketball tournament
Marshfield & North Bend High Schools are working towards bringing the 3A Basketball tournament back to Coos Bay. Dates of the tournament will be March 4th – 6th, 2011. The economic impact this could have on our area would be tremendous. The tournament would most likely bring in over 1000 people to the area who will shop in our businesses, visit our attractions and stay in our hotels and would provide our regional 3A school a chance to play close to home. In order for the tournament to be held here, we need to show the Oregon Schools Activities Association that our community supports this, both in spirit and financially. All tournament ticket prices will be $60 for adults, and $30 for students. The Chamber would like to know how the business community feels about bringing this event to our area.
