Oregon Coast News - April 28, 2010

Troops returning
The members of the Southcoast Veterans’ Assistance Network (SCVAN) have been advised that a contingent of our National Guard troops will be returning home Friday April 30, 2010 shortly after 6 p.m. A celebration in honor of their return will be held at Roseburg High School beginning at 4:00 p.m. The ceremony will be completed around 5 p.m. In Roseburg, the troops will be met by friends and family and will return home in private vehicles via Highway 42 and Highway 38. Please help us welcome them home and show them how much we thank them for their service to our State and to our nation. Come out and show your support by lining up along the highway in Lakeside, Coos Bay, Bandon, Powers, North Bend, Coquille and Myrtle Point. It is expected they will have all returned by shortly after 7 p.m. A local celebration in honor of their return will be held after they have all returned, at a date and time to be announced later.

Children & Youth
The Coos County Commission on Children and Families has completed its biannual review of the Community Comprehensive Plan. The six-year plan addresses identified needs and issues of children and youth ages 0-18 and their families. It was written in 2008 with input from over 400 county residents. The 2010 update documents the progress made on the goals and strategies chosen in 2008. The plan discusses some successes, some strategies that did not work out and documents those areas that need continuing attention. A major county goal is the reduction of child maltreatment. In 2009, according to the Department of Human Services Child Welfare Data Book, Coos County ranked 7th highest in the state for child maltreatment. The county has identified numerous successful strategies to work on this goal including support of Healthy Start, CASA, and Parenting Programs. Two new programs were added to this goal including the Community Schools project at Madison School and the Casey Project to reduce children in Foster Care. A goal that has seen some success is to reduce Substance Abuse among youth. The Oregon Healthy Teen Survey showed a 6% reduction in 8th grade alcohol use from 2006 to 2008 though 11th grade usage grew 3% in the same time period. Marijuana use by 8th graders diminished by 2% and 1% by 11th graders in those years. Strategies being used to address the substance abuse issue include a media campaign, youth development projects such as Youth Summit, Teenopoly and Teen Idol, and the use of the best practice curriculum “Project Toward No Drug Abuse” provided to students at sites around the county. New strategies added to the plan that have been used before are a Party Dispersal Program and the Minor Decoy program in collaboration with local policing agencies and OLCC. Local police departments throughout the county are also sponsoring alcohol and drug free teen dances as Positive Youth Development projects. DEQ Commission mtg.
The Oregon Environmental Quality Commission will meet in Coos Bay from Wednesday, April 28 at the Red Lion Hotel – through Friday, April 30, with a full slate of agenda items. The commissioners will tour local sites of interest the afternoon of Wednesday, April 28. The tour is not part of the formal meeting agenda. The commissioners will hold a town hall-style meeting at the Red Lion Hotel from 6:30 to 8 p.m. The town hall is not part of the formal meeting agenda, but summary notes will be kept and posted with the meeting minutes. Members of the public are invited and encouraged to attend and discuss any issue of concern in the Coos Bay area and engage in dialogue with the commissioners and DEQ staff. Light refreshments will be provided, and no reservation or registration is required.

Marine Reserves
Due to several scheduling conflicts for the month of April the Marine Reserves Recommendation Committee meeting will be held on Wednesday, April 28th at 5:30pm in our usual location at North Bend Housing, 1700 Monroe Street in North Bend. Afterwards, based on our poll, we will go back to our third Wednesday of the month schedule for our regular meetings. Therefore, the May meeting will be on Wednesday, May 19.

Marine Board to Meet in Salem April 28 and 29, 2010
The Oregon State Marine Board will be holding their quarterly meeting at the Marine Board office, 435 Commercial Street NE, on Wednesday, April 28 at 1 p.m. in Salem and will meet again on Thursday, April 29 at 9 a.m. in the same location. The Board will be asked to: ● Initiate rulemaking for a seasonal 5 MPH slow-no-wake zone in the Miller Arm on Siltcoos Lake for safety reasons; ● Consider approval of 21 boating facility grant applications for nearly $1 million in boating access improvements. Some of the projects include: Port of Coos Bay - Pump/Dump Replacement "G-Dock"; City of Coos Bay - City Dock Pump/Dump Replacement; City of Port Orford - 12th St. Flush Restroom; State Parks - Bullards Beach Boarding Floats; Port of Siuslaw - Boarding Float Replacement; Port of Siuslaw - Pump/Dump Replacement; Port of Siuslaw - Parking Improvement; City of Coquille - Sturdivant Park, Parking Improvements. During the second day of the meeting, the Department of Administrative Services will facilitate the Board with the process of interviewing candidates for the position of the State Marine Director. The meeting is accessible for persons with disabilities. Wednesday’s IBO/Government Affairs presentation will feature Matthew Garrett, Director of the Oregon Department of Transportation. His talk will cover both local ODOT projects together with the statewide transportation picture. This session will be held in the Salmon Room at the Mill Casino-Hotel from 11:30 to 1:00 pm, Wednesday April 28th. These luncheons are open to all who are interested in attending, but we ask you call the Chamber office at 541-266-0868, to ensure we have sufficient tables set and food prepared. The mission of the IBO Forum committee is to provide an opportunity for businesses to network with each other, market products and expand their knowledge of the Bay Area business climate. The Forums focus on the positive aspects of doing business in Oregon’s Bay Area. Speakers and subject matter include new businesses moving to the area, business expansions, and issues or items that can impact your operations.

OSP honors Coos Bay Command
During the 2010 annual DUII Multi-Disciplinary Impaired Driving Training Conference held April 23 and 24 at the Riverhouse Inn in Bend, the Oregon DUII Multi-Disciplinary Training Task Force presented their annual awards of excellence to various organizations, groups, and individuals who made a significant contribution to deterring impaired driving in Oregon during 2009. During this year's conference, the Oregon State Police (OSP) Coos Bay Area Command office was selected to receive the "DUII Agency of the Year Award for the Oregon State Police". OSP troopers from the Coos Bay office arrested over 200 impaired drivers last year, a 26 percent increase over the number arrested in 2008, during a time when troopers were training four newly assigned recruit troopers. Four troopers are certified Drug Recognition Evaluators who conducted 81 evaluations, including the recognition that four people had potential emerging health concerns and needed hospital care. One unusual incident involving a stopped reported impaired driver led to the discovery this person had ingested a poisonous plant. The trooper involved in the stop got medical personnel to the scene, helping get the driver and plant to a local emergency room possibly saving a life in the process. Lieutenant Steve Smartt, OSP Coos Bay Area Commander, his staff and troopers help teach classes to local law enforcement agencies and U.S. Coast Guard personnel. They are also very active working with local media throughout the year, including major holiday periods when they are consistently near the top for DUII arrests for all OSP offices statewide.

Transient Room Tax
It’s usually the major source of revenue for promoting tourism along the Oregon Coast. A portion of collected Transient Room Taxes from motels and hotels is dispersed by governing bodies to Chambers of Commerce and other groups to be used to advertise and promote communities. However, a controversy and claims of “micromanaging” in one North Oregon Coast community has led to a recall election campaign against two city council members. Rockaway Beach is just north of Tillamook and its City Council and Chamber of Commerce are at odds with one another over the Council appropriating TRT funds to an agency in Tillamook to promote the community rather than giving it to the Chamber. The City offered to give the Chamber $37,500 in February, but the Chambers countered wanting $6,000 to $7,500 more. Rebuffed, the City instead entered into an agreement with Northwest Media Consultants for $20,000. The City collects a 7-percent surcharge for the TRT and in the past has given seven-tenths of the revenue to the Chamber.

Fallen Workers Memorial
Honor and remember those lost to workplace accidents on the annual Workers Memorial Day. Oregon's Occupational Safety and Health Division (Oregon OSHA), a division of the Department of Consumer and Business Services, invites all Oregonians to attend a noon ceremony on Wednesday, April 28, 2010. The event will take place at the Fallen Workers Memorial outside the Labor and Industries Building on the Capitol Mall in Salem. The memorial service, coordinated by the Oregon AFL-CIO, will feature the reading of the names of Oregon workers who died on the job in 2009. Thirty-nine lost their lives in 2009, including three on the Oregon Coast at Florence (12/24 heart attack), Tillamook (5/19 run over by front end of grader) and Seaside (2/13 heart attack). Oregon OSHA's Administrator Michael Wood and Oregon AFL-CIO President Tom Chamberlain will be among the speakers. The annual Workers Memorial Day on April 28 serves as a nationwide day of remembrance. It recognizes the thousands of U.S. workers who die each year on the job, and the more than 1 million people in the United States who are injured each year while at work. The observance is held on April 28 because on that date in 1970, Congress passed the Occupational Safety and Health Act. Ten workers have lost their lives so far in 2010.

Commissioner’s forum
A Coos Co. Commissioner candidate forum will be held at the Coos Bay City Hall Council Chambers on Wednesday, April 28th, 7 p.m., hosted by the Oregon League of Women Voters.

CB Library Board
The City of Coos Bay is seeking volunteers to fill positions on the Library Board. Applications are available from the City Manager’s Office at 500 Central Avenue, by calling 269-8912, or on the City’s website at www.coosbay.org. City Hall office hours are from 8:00 a.m. until 5:00 p.m. Monday through Friday. Applications will be accepted in the City Mangers Office through 5:00 p.m. May 27, 2010. Interviews with the City Council will be scheduled for June 15th and appointments will be made at the June 15, 2010 council meeting.

MHS Speech
Marshfield competed well at the State Speech and Debate Competition during the weekend of April 24th. Results: Justin Rodriguez - 1st place in Dramatic Interp (2nd year state champion); Jamey Moriarty - 2nd place Humorous Interp; Logan Emlet - 3rd place Dramatic Interp, Quarter-Finalist in Public Debate; Will Moriarty - Quarter-Finalist in Public Debate; Jessica Fox - OctoFinalist in Lincoln-Douglas Debate. The team also took 3rd place overall in our 5A division.

NBHS Choir
North Bend High School’s Select Choir has advanced to the State Choir Championships next week at George Fox University in Newberg.

Cougar
According to an entry on the Coos Bay Police log for early Tuesday morning, 4:29 a.m., No. Morrison St. & Taylor Ave., a 32-year old male reported he “believes he saw a cougar.”

DUII
According to an entry on the Coos Bay Police log for Monday, 10:06 p.m., Ocaan Blvd. & Dominos Pizza, 19-year old female complained, “vehicle swerving, possible intoxicated, turning at location, almost hit it, stopped, then reversed and hit it, and then left, RP still behind it.” Twenty-four year old Maria Moylan arrested for DUII, transported to the Coos Co. Jail at Coquille.

Warrant
According to an entry on the Coos Bay Police log for Monday, 8:48 p.m., 1600 block So. 17th St., 48-year old Bruce Loreman arrested on CBPD warrant for Failure to Appear on an original charge of DUII. Transported to the Coos Co. Jail at Coquille.

Shoplifter
According to an entry on the Coos Bay Police log for Monday, 12:29 p.m., Fresh Mart, 149 So. 7th St., 39-year old male reported, “shoplifter in custody.” Eighteen year old Austin Seevers cited for Theft III.

Marijuana
The windows of the vehicle were fogged up and visibility was poor. According to an entry on the North Bend Police log for Monday, 9:43 p.m., Marion & 12th, the driver, Ernest Waller was warned for “Careless due to windows being fogged and no visibility. Officer seized less than an Oz. marijuana for destruction. Three passengers, all males, ages 16 & 17.

Critter
He reported his dog had “something up a tree and requested officer respond to shine spotlight to see what it is.” According to an entry on the North Bend Police log for Monday, 9:18 p.m., 2300 block Connecticut Ave., “officer advised was a raccoon.”

Rape charges
According to an entry on the Coos Co. Sheriff’s log for Monday, 5:55 p.m., Harriet Road, Bunker Hill area, Coos Bay, “follow up,” 43-year old Santos Torres arrested on charges of Rape I, Sex Abuse I & II, Unlawful Sexual Penetration I. On the Sheriff’s log for Sunday, Harriett Road, 32-year old female reported Sexual Abuse involving a 15-year old female.

Assault
According to an entry on the Coos Co. Sheriff’s log for Monday, 5:08 p.m., Chow Road, “disturbance.” Forty-three year old Timothy Nagle arrested for Assault IV – Domestic, Interfere with 911 call, Assault Public Safety Officer. He was transported to the county jail at Coquille.

Dispute
A report of a dispute on Ohio Road Monday morning, 12:15 a.m., led to the arrest of a 29-year old female. According to an entry on the Coos Co. Sheriff’s log, Jenny Lucas was charged with two-counts of Harassment, and Interfering with 911 Call. Transported to the county jail at Coquille.

WX
Rain along the Oregon Coast today with highs in the mid 40s to lower 50s. Rain tonight with lows in the lower to mid 40s and winds from the southwest at 10-15 mph. More rain on Thursday.

Marshfield beat visiting Springfield 7-1 in boy’s tennis Tuesday in Coos Bay. The Pirates swept the double’s matches. North Bend also handed the Millers a 6-2 loss.

Marshfield swept visiting Churchill in a 5A Midwestern League dual track meet in Coos Bay Tuesday. The Pirate boys won 101-44, and the girls beat the Lancers 75-66. Sophomore Dalton Milburn was a double winner in the Shot Put (45-01) and Discus (144-08) and sophomore Colton Thurman won both the High Jump (5-10) and Long Jump (19-10½).

Civil War bb
It didn’t count towards either teams Pac-10 record, but it was a Civil War contest and it meant a lot to the Oregon Ducks. Oregon beat visiting Oregon State 9-4 in a collegiate baseball game at PK Park in Eugene Tuesday night. No. 17 Oregon improved to 24-17 on the year, while the Beavers dropped to 28-13. Both teams return to Pac-10 play this weekend with California at OSU and Oregon hosts Washington State.

With three Pac-10 series wins in a row, the Oregon baseball team moved up on notch in the latest Baseball America Top-25 poll to No. 17 this week. Oregon is 24-17 overall and 8-7 in the Pac-10 in only its second year back after shelving the program back in 1980.

Oregon is ranked No. 17 this week in the USA Softball Poll. The Ducks, 21-10 overall and 7-4 in the Pac-10, play at No. 5 UCLA (33-9, 7-5) this weekend. It’s the seventh straight week Oregon has been ranked in the top 20.

Pac-10 tr
Oregon freshman Mac Fleet, who ran on three Duck teams at the Penn Relays last weekend that finished first twice and second once, has been honored by the Pac-10 Conference as the Track Athlete of the Week. The Oregon women’s 4X400 relay team, that broke a 15-year school record, was also honored.

UO tr
The men’s track team at Oregon dropped to No. 9 this week in a national poll, while the Duck women are ranked third. Texas A&M and LSU have the two top spots on the men’s side, while it’s just the reverse in the women’s poll with LSU ranked first and Texas A&M second. Oregon’s men are expected to rebound during this Friday and Saturday’s Oregon Relays in Eugene.
