Oregon Coast News - July 19, 2010

Hwy. 101 blocked
Hwy. 101 in North Bend was blocked by a large landslide Sunday afternoon that placed an estimated 700-yards of debris across all four lanes of the coastal route at milepost 236 with logs and mud about 2:15 p.m. The landslide followed a fire in the area. Water, either from fighting the fire or a broken pipe, saturated the hillside prior to the landslide. Oregon Department of Transportation and Pacific Power crews were removing hazardous trees and restoring power to the area while traffic was re-routed deep into North Bend and Coos Bay around the blockage. ODOT crews removed 10 hazardous trees before darkness and safety concerns halted the operation. Officials estimate the highway will be reopened by Monday afternoon.

Explosion
A 38-year old Keizer man was killed and three other adult males injured during an explosion on the Central Oregon Coast Saturday night between Newport and Waldport. According to a news release from the Lincoln Co. Sheriff’s Office, Eric Jason Rose was struck by a piece of fragmented metal about 7:59 p.m. while the subjects were loading a black powder cannon device at a residence on S-Low Road off South Beaver Creek Road east of Seal Rock. The device exploded projecting several pieces of fragmented metal through the air striking four of the five involved. One other person was transported to the hospital in Newport. The case remains under investigation.

Robbery
For the second time in one week, a lone gunman held up a pharmacy and took the drug Oxycodone. This time it happened in Canyonville in Douglas County Thursday morning. The first similar robbery occurred Sunday evening in Newport at a Rite Aid pharmacy and Oxycodone was taken. According to a news release from the Sheriff’s Office, the suspect in the 10:06 a.m. robbery at Gordon’s Pharmacy brandished a handle of what was believed to be a revolver to the staff. He was described as a white male, approximately 50 years of age, 6-4, 250 lbs., blue eyes and brown hair, wearing a yellow hooded sweatshirt, a red bandana around his face, and blue jeans. He also had a deep gruff voice. He was seen leaving the area in a newer charcoal grey Toyota Tacoma extended cab pickup truck with stickers on the rear bumper. There was also a sticker on the back window in the lower left corner on the driver’s side. A $1,000 reward has been offered in the Newport robbery. The suspect wore a motorcycle helmet, jacket and gloves.

Fatal
A passenger in a vehicle that drifted off Glenbrook Loop Road in Douglas County and struck a tree July 14th, died at Mercy Hospital in Roseburg the next day. According to a news release from the Sheriff's Office, 53-year old Helen Phylis Fletcher, Riddle, was originally take to the hospital following the 9 p.m. accident in what appeared to be with non-life threatening injuries. She died at 1 p.m. as a result of internal injuries sustained in the accident. The driver was identified as 57-year old Clarence Gene Dilworth, of Riddle. A second passenger was identified as 47-year old Robin Renee Dilworth, of Riddle. The accident is still under investigation.

Five people received minor injuries in a two vehicle crash Sunday east of Florence
On July 18, 2010 at approximately 9:45 a.m., Oregon State Police (OSP) troopers were dispatched to a motor vehicle crash that occurred on Hwy 126W near milepost 15. A 2003 Cadillac, operated by LILAS DUNN, age 60, from Eugene, was entering Hwy 126W from a driveway and was attempting to travel eastbound. A 2006 Honda Civic operated by ROYAL MURDOCK, age 71, from Eugene, was traveling westbound and rounded a blind curve and collided with DUNN'S vehicle as she entered the roadway. MURDOCK'S vehicle had three passengers, MARALYN MURDOCK, age 88, BENJAMIN LIVINGSTON, age 25, and VENESSA MANAHAN-RIAL, age 27, all from Eugene. All occupants from both vehicles were transported by Western Lane Ambulance to Peace Harbor Hospital with minor injuries. All occupants from both vehicles were wearing seatbelts. No citations were issued. OSP troopers from the Florence Worksite are continuing the investigation. (OSP) was assisted at the scene by Siuslaw Fire Department, Western Lane Ambulance, and ODOT responded to the crash. The Hwy was closed for approximately 30 minutes and one way traffic was directed for approximately 1.5 hours.

Burn Permit and Outdoor Burning Suspensions
Increased fire danger has prompted the Coos Forest Protective Association to halt the issuance of burn permits for incinerators and debris piles. Residents who have already placed a request for a permit will be issued one if they meet requirements. Those residents that did not get their request for a permit in will still need to call and their information will be taken in the event that weather conditions allow the issuance of permits at a later time. All outdoor debris burning in incinerators and open piles will be suspended August 1, 2010 on lands protected by CFPA, which includes all private, county, state and Bureau of Land Management land in Coos, Curry and western Douglas County. The suspension will continue at least through August 31, 2010. Information will be released near the end of August as to the status of the burn suspension. Team meets July 20 to consider Cape Falcon marine reserve proposal
The proposed marine reserve at Cape Falcon will be under discussion at a meeting of the Cape Falcon Marine Reserve Community Team in Garibaldi on Tuesday, July 20. The meeting will begin at 5 p.m. at the Garibaldi City Hall, 107 6th Ave. and the public is invited to attend. According to Cristen Don, marine reserves program leader for the Oregon Department of Fish and Wildlife, the community team meeting is an opportunity to learn more about the proposed reserve and to make their own views heard. “Feedback from people in the coastal communities is a vital part of the marine reserve development process,” she said. Tuesday’s meeting agenda includes a description of the biological, social and economic issues surrounding the Cape Falcon site, a presentation on the scientific objectives of marine reserves, and a time for team members to discuss areas of importance within the proposed marine reserve boundaries. There will be an opportunity for public comment as well. The 2009 Oregon State Legislature authorized the establishment of two marine reserves off the Oregon Coast at Otter Rock near Depoe Bay and Redfish Rocks south of Port Orford. The legislation also directed ODFW to form community teams to further evaluate proposed sites for designation as marine reserves – Cape Falcon near Manzanita, Cascade Head near Lincoln City, and Cape Perpetua at Yachats For each of the proposed marine reserve sites, a Community Team has been formed to help ODFW identify the social, economic and ecological values of the site, and to recommend whether the proposed boundaries need to be modified to balance ecological and socioeconomic concerns. Community teams may also recommend the level of protection – marine reserve or marine protected area. Commission sends $311 million ODFW budget to Governor’s office
The Oregon Fish and Wildlife Commission today approved a $311 million budget request for the Oregon Department of Fish and Wildlife for the 2011-2013 biennium. The proposed budget will now be submitted to the Governor who will make the final budget recommendation to the Oregon Legislature. The budget passed by the Commission anticipates a slight increase in revenue from federal sources; it also outlines possible program cuts that would be made if there are significant reductions in state general and lottery funds. ODFW gets approximately 7 percent of its revenue from general or lottery funds. The bulk of its operating revenues comes from the sale of hunting and fishing licenses and tags, and from federal programs. According to Debbie Colbert, ODFW Deputy Director of Administration, the department submitted a budget that preserves core programs and assumes no general fee increases for at least six years. In other business, the Commission ratified several temporary rules, including one ODFW filed on June 29 that changes the language in Oregon Administrative Rules guiding lethal responses to wolf-livestock depredation. The Commission is the policy-making body for fish and wildlife issues in Oregon. It meets monthly. The next meeting will be Aug. 6 in Salem.

$6.7 million in Funding for Agriculture Research Included in Appropriations Bill
U.S. Senators Ron Wyden (D- Ore.) and Jeff Merkley (D- Ore.) announced today that an agriculture appropriations bill headed to the Senate floor includes more than $6.7 million in projects providing research into agricultural methods to help create more jobs and boost efficiency in Oregon’s agricultural sector. The Senate Appropriations committee approved the bill on Thursday. Included in the bill is the Seaside School District Relocation project. This project will move Seaside School District facilities out of the tsunami zone, as recommended by the Oregon Department of Geology and Mineral Industries.

Look out: Turtles are on the Move
Oregon Department of Fish and Wildlife biologists advise Oregonians to be on the lookout for turtles on roads and in parks, yards and campgrounds this summer. “It’s not uncommon to see female turtles on land at this time of year as they leave the water to lay their eggs,” said Susan Barnes, Oregon Department of Fish and Wildlife Northwest Region Conservation Biologist. “If you see one, the best thing to do is let it continue on its path. Don’t try and return it to the water.” Barnes, a member of the Native Turtles of Oregon organization, works to conserve Oregon’s turtles all year. “Our native turtles are in decline, so anything we can do to help makes a difference.” She suggests the public can help by reporting turtle sightings on the Native Turtles of Oregon website, http://www.oregonzoo.org/Turtles/. “This helps us identify the location of our native turtles as well as invasive turtles that we may try and remove,” said Barnes. Oregon has only two native turtles: the western painted and the western pond. They are both protected by law; it is illegal to take them from the wild and to keep them as pets. Non-native turtles include red-eared sliders and snapping turtles. It is illegal in the state to buy, sell, possess or release non-native turtles. Red-eared sliders are relatively easy to identify. They have red “ears” (markings) on the side of their heads. If you’ve just realized you are in possession of a non-native turtle, contact your local ODFW office. Both the western painted and western pond turtle are listed on the state sensitive species list and highlighted in the Oregon Conservation Strategy as species in need of help. Population declines are due to habitat loss, degradation of nesting areas by invasive plants, illegal collecting, disease and competition from non-native turtles.

Louis Stephen Gadal Watercolor Workshop and Exhibition at Coos Art Museum
In conjunction with the opening of its 17th Annual Maritime Art Exhibit, Coos Art Museum will be presenting a watercolor workshop and exhibition by maritime artist Louis Stephen Gadal. The workshop will be held on July 19th, 20th and 21st and his exhibition will be on view July 16th through July 21st in the Uno E. Richter Atrium Gallery at the Museum. Gadal has been a regular participant in the Museum’s Annual Maritime Art Exhibition since its beginning in 1994. He is a celebrated watercolor artist and a member of the American Watercolor Society, American Society of Marine Artists, International Society of Marine Painters and National Watercolor Society. Early registration is highly encouraged. Coos Art Museum has been a cultural focal point of Oregon’s scenic Southern Coast since 1966. It occupies an historic 1936 Art Deco US Federal Building in downtown Coos Bay. The museum offers a wide range of arts activities including exhibitions, art classes and lectures. Hours are 10:00am to 4:00pm, Tuesday through Friday and 1:00 to 4:00 pm on Saturday. Museum admission: $5 general, $2 students and seniors, free to museum members.

Eden Valley Road Closing for Road Repairs –Detour on Forest Road #5520
Forest Service Road #3348, also known as Eden Valley Road, will be closed for a total of six days between July 19 and July 28 for road construction. Eden Valley Road is commonly used by motorists to travel between Glendale and Powers. The closure will occur on the western segment of the road near Powers. A contractor will be installing a subsurface drainage system as well as placing asphalt and riprap slope protection 4.2 miles east of the junction of Eden Valley Road and National Forest Route 33. The work is a continuation of a project that began in July of 2009 to realign the road due to fill slope failure. Road closures are expected for the three day period between Monday, July 19th and Wednesday, July 21st .and for the three day period between Monday July 26th and Wednesday, July 28th. Traffic will be rerouted via Forest Road #5520. The detour will be marked from the east side of the project at the Eden Valley Road-Forest Road #5520 junction near the Buck Creek campground. Detour signs will be placed on the west side of the project at the Eden Valley Road-Forest Road #5520 junction near the Coquille River Falls trailhead. The alternate route on a gravel surfaced road will increase travel time by approximately 30 minutes. Please phone the Powers Ranger District at (541) 439-6200 for more information.

Culinary institute to host “Cooking Up a Storm”
The Oregon Coast Culinary Institute (OCCI) at Southwestern Oregon Community College will be hosting “Cooking up a Storm” this summer, a culinary camp for 16-years-and-older high school students who are interested in exploring the culinary and hospitality industry. The four day intensive cooking program will provide participants opportunities to learn alongside the Institute’s award-winning chef instructors. The program is designed to expose students to basic cooking skills, but most importantly, provide a learning environment that will assist students in making an informed decision about attending culinary school. Students will learn about sanitation, knife skills, introductory baking and how to prepare a basic meal. They will also tour the college campus, and have the opportunity to interact with current culinary students. The program will take place July 19-22. The entire program, including class materials, meals and lodging is just $200 per student. Registration is limited to the first 20 students, so those who are interested are encouraged to apply early. A 15-year old female was taken to Coos Co. Juvenile Detention after Coos Bay Police received a call early Friday morning, 3:20 a.m., from the Bayway Trailer Park on the 900 block of So. Empire Blvd., from a 22-year old male stating “sister out of control.” According to an entry on the police log, she was charged with Parole Violation. Victim listed as a 45-year old male.

Restraining order
According to an entry on the Coquille Police log for Thursday, 9:35 p.m., 700 block No. Birch St., 29-year old Kelley Higgins arrested on a charge of Violation of Restraining Order.

Theft
According to an entry on the Coos Bay Police log for Thursday, 3:47 p.m., 400 block Newmark Ave., 44-year old female complained, “theft of money from the till last night.” Forty-two year old Nancy Annette Kay, Coos Bay, arrested and transported to the Coos Co. Jail on charges of Theft II and Burglary II.

Fast
According to an entry on the North Bend Police log for Thursday, 5:04 p.m., Hwy. 101 Chevron in Coos Bay, officer cited 22-year old Scott Fletcher, Powers, for Speeding. He was allegedly going 90 mph in a 50 mph zone at the Hwy. 42/101 junction. Also warned for Reckless Driving.

Non-injury accident
According to an entry on the North Bend Police log for Thursday, 12:28 p.m., Sherman & Washington avenues, “non-injury accident.” Seventy-five year old Wilfred J. Vanderveer, Sacramento, CA, cited for “Improper or Unsignaled Turn. His 1997 Ford pickup truck collided with a 1998 International truck operated by 54-year old Kenneth O. Summers, Myrtle Point.

Assault
According to an entry on the Coos Co. Sheriff’s log for early Friday morning, 12:09 a.m., Duling Road, “female at Florence hospital, victim of assault earlier tonight on Duling Road.” Forty-eight year old Anthony Lee Collins charged with Assault IV Domestic and transported to the county jail at Coquille.

A report of a Southwestern Oregon Security officer out with a “possible intoxicated driver,” early Saturday morning, 1:05 a.m., led to the arrest of a 17-year old male. According to an entry on the Coos Bay Police log, Nicholis Camacho Bravo was charged with DUII and DWS Felony. Transported to Coos Co. Juvenile Detention.

According to an entry on the Coos Bay Police log for 8:45 p.m., Friday night, Boardwalk, “contacting 3 transients across from Moe’s Super Lube on the Boardwalk.” Forty-six year old Joseph Boyd transported to the Coos Co. Jail on Probation Violation.

According to an entry on the Coos Bay Police log for Friday, 7:50 p.m., Golden Ave. & So. 2nd Ct. alley, “male subject on the side of Les Schwab ‘out of control.’ Throwing things.” Forty-five year old Thomas Sawyer arrested on charges of Disorderly Conduct II, Criminal Mischief III aqnd city ordinance for Urinating in Public. American Legion bb
North Coos Waterfront (11-5, 12-8) moved into a tie with Roseburg Pepsi (11-5, 15-6) in the “A” American Legion baseball North Division with a sweep of Sheldon (8-8, 14-15-1) in Eugene Sunday. Both teams now have five losses with two doubleheaders remaining in the regular season. The Waterfront won the opener 5-4 and the nightcap 12-10. In the first game, Dalton Iveans was 3 for 4, with 2 RBI'S, while Michael Bennett was the winning pitcher, going the distance on the mound. In the second game, game, Ryan Campbell, Dalton Iveans, Eric Rains each had 2 hits, while Tyler Davidson had a 3 run homerun. Clint Burris was the winning pitcher going 5 innings. Tim Raybould pitched the 7 inning for the save. North Coos plays at Ashland in a non-league doubleheader today, then hosts North Eugene on Saturday and Sheldon on Sunday to end the regular season.

Civil War football
General reserved seats for the 114th Civil War, to be played Dec. 4 at Reser Stadium are sold out. Fans still planning to attend the game can do so by purchasing season tickets or single game Club Level seats. Season Tickets remain available in donor areas and can be purchased by calling 1-800-GO-BEAVS or by visiting the legendary Gill Coliseum Ticket Office. Season tickets are $256 apiece with sideline seats requiring an annual donation to the Beaver Athletic Student Fund (BASF). Seat locations will be assigned at the time of purchase. Single game Club tickets are currently available to current season ticket holders in the Club, Suite or Loge areas for $350 each. Single game Club seats will be available to non-premium seat holders beginning July 19.

Beaver football
Oregon State University in conjunction with FSN Northwest, the Beavers’ regional television partner, is proud to announce that the Sept. 18 home football opener vs. the Louisville Cardinals and the Oct. 2 Pac-10 Conference game against the Arizona State Sun Devils at Reser Stadium will be televised live. Oregon State hosts the Cardinals at 2:30 p.m. PDT and will be looking to avenge a 2005 loss in Kentucky. The Beavers host ASU at 3:30 p.m. and will be aiming for their third consecutive victory over the conference rival. The Beavers’ first four games of the season will be televised as ESPN joins the FSN Northwest lineup with OSU’s games Sept. 4 vs. TCU at Cowboys Stadium and Sept. 25 at Boise State. The Beavers’ game Nov. 20 vs. USC will also be televised by ESPN. The remaining TV schedule will be announced throughout the course of the season.

Blazers
The Portland Trailblazers NBA Summer League team finished with a 4-1 record in Las Vegas following an 83-69 win over Chicago in the finale. Portland’s only loss was to the LA Clippers. Luke Babbitt had 22-points to lead the Blazers against the Bulls.
