Housing
Governor Ted Kulongoski announced Thursday that Oregon Housing and Community Services has awarded $4 million to nonprofit housing entities, in the Bay Area, that will purchase and rehabilitate foreclosed properties. Concentrations of properties qualifying for these grants are located in rural areas of the state and include areas of high foreclosure. These awards encompass the competitive portion of $19.6 million in federal funds allocated by the Neighborhood Stabilization Program (NSP) announced in January 2009, through the Housing and Economic Recovery Act of 2008, for communities severely affected by subprime mortgage failures. Successful recipients include on the Coast: Community Services Consortium ($600,000), targeting Albany, Lebanon, Lincoln City and Toledo. Umpqua Community Development Corporation ($900,000), targeting Sutherlin, Coos Bay, North Bend, Green and Roseburg. Habitat for Humanity of Oregon, Inc. ($500,000), targeting Crook County, Junction City, Lebanon, Lincoln County and Newberg.

Coos Co. Fair
Attendance at this year’s Coos Co. Fair in Myrtle Point was off 5% compared to the previous year, according to Fair Manager Cindy Bedinfield. She says the attendance was approximately 49,000 for the Fair that ran Tuesday through Saturday the last week of July. The biggest day was the final day, Saturday, the second day of the rodeo. Spending was also reportedly down, but Bedingfield says they got great reports that “people had fun.”

Bradbury
Former television reporter Bill Bradbury, who calls Bandon his home, and started his political career in Coos County as first a state representative and then state senator, will be in downtown Coos Bay Sunday, 4 to 6 p.m., Black Market Gourmet, to visit with supporters. The Democrat, who served as Senate President and later was appointed Oregon Secretary of State, is “testing the waters” for a possible run at Governor next year.

Clem
After conducting “listening tours” to Southern and Central Oregon, Coos Bay native State Rep. Brian Clem (D-Salem) is headed to the North Coast this weekend to continue is exploration for a possible run as Governor next year. Clem plans to visit Lincoln City, Tillamook, Garibaldi, Seaside, Cannon Beach and Astoria beginning Friday, August 28th.

Recall
Signature gathering began Thursday on the North Oregon Coast for a recall campaign against a Clatsop County Commissioner who has voted in favor of a controversial liquefied natural gas import terminal on the Columbia River east of Astoria. Patricia Roberts is the third commissioner targeted for recall. Unlike commissioners Jeff Hazen and Ann Samuelson, Roberts is also under fire for her role in the mismanagement of the Northwest Oregon Housing Authority which provides rent assistance to low income families in three counties. Petitions have 90-days to obtain 441 valid registered voter signatures. The $700 million Bradwood Landing LNG is one of three terminals proposed in Oregon. Oregon LNG is proposed west of Astoria near Warrenton and Jordan Cove Energy Project is proposed for Coos Bay’s North Spit.

Riparian Zones
Riparian zones in many Pacific Northwest forests return to health fairly quickly after forest fires and may eventually provide the same ecosystem services and largely the same species mix, with little need for replanting or management, a new study from Oregon State University concludes. It has been long understood, researchers say, that riparian areas are among the most important features of the forest: They harbor multiple species, a broad range of plants and trees, provide clean water, and are a key part of both the terrestrial and aquatic food chain. The shade from overhanging trees helps cool streams and nurture fisheries. Because of that, it has often been believed that after a fire they required special attention to prevent erosion and streambed damage, and were often targeted for that. The new research concludes that the streams often do just fine on their own, and surprisingly quickly. The new study, just published in the journal Forest Ecology and Management, focused on areas burned in the 2002 Biscuit Fire in southwest Oregon and the 2003 B&B Complex Fire in the central Oregon Cascade Range. Areas were studied at two- and four-year intervals after they burned, to measure the amount of vegetation and streamside recovery.

ODFW raises coho salmon bag limit on upper Willamette
Anglers may keep an additional coho salmon on the Willamette River and its tributaries above Willamette Falls under new rules adopted by the Oregon Department of Fish and Wildlife. Effective Sept. 1, the daily bag limit for coho salmon and steelhead in combination increases to three fish on the Willamette River above Willamette Falls , Molalla, and Santiam rivers. Anglers will also be allowed to keep an additional coho salmon on the Yamhill and Tualatin rivers, which remain closed to steelhead. Prior to the rule change, anglers could keep up to three adipose fin-clipped steelhead or two clipped or unclipped coho in the upper Willamette, Molalla, and Santiam. Under the new rule, they can catch up to three fin-clipped steelhead or coho in any combination. The new rules also provide additional coho angling opportunity in the Santiam basin. Effective Sept. 1, coho angling will be allowed in the mainstem Santiam, North Fork up to the Stayton-Scio bridge in Stayton, and South Fork up to the Grant Street bridge in Lebanon. The rivers above these points will remain closed to salmon angling through Oct. 1 to protect spawning spring chinook. Fishery managers are projecting that 700,000 coho will return to the Columbia River this year, which would be the largest return since 2001. Steelhead have also been showing up at Bonneville Dam in record numbers.

Marine Board to Hold Public Meeting on New Boat Fee Rules
The Oregon State Marine Board will hold a public meeting on proposed rules implementing House Bill 2220, the Aquatic Invasive Species Prevention program. The meeting will be held at the Marine Board office, 435 Commercial Street NE, on Tuesday, September 22 at 5:30 p.m. in Salem. After public input is received, Marine Board staff will summarize comments and present the Board with proposed rule language at the next Board meeting, scheduled for October 13 at the Riverhouse in Bend. Additionally, the Marine Board seeks written comments on the proposed Aquatic Invasive Species Prevention program rules beginning September 1 through September 30. Written comments may be submitted by mail to June LeTarte, OSMB, PO Box 14145, Salem, OR 97309; by email to osmb.rulemaking@state.or.us; or by fax to (503) 378-4597. Written comments may also be handed in at the public meeting. All comments must be received or postmarked by September 30. Telephone comments will not be accepted. Hwy. work
The Oregon Department of Transportation, under contract with Lane County Public Works, will apply a fog seal treatment to OR36 at two locations, Monday, August 31-Tuesday, September 1. From 7:00 a.m. until 6:00 p.m. on those dates, motorists will be restricted to a single lane of travel between milepost 0-11, near Mapleton and between milepost 28-42, near Blachly.

Shorebird Festival
The 23rd Annual Oregon Shorebird Festival will be held August 28-30 in the Bay Area with field, marsh, canoe and sea watch trips planned for participants. The festival will be headquartered at the Oregon Institute of Marine Biology in Charleston. Registration is set for 5-7 p.m., Friday, August 28th. The evening program with includes opening remarks, field trip announcements and presentations will begin at 7:30 p.m.

Special Events Planned at New River
Explore the New River Area of Critical Environmental Concern (ACEC) this summer at a series of special events and nature walks at the site. The Bureau of Land Management sponsored activities are free of charge and open to all ages. • 23rd Annual Oregon Shorebird Festival Plus- August 29 and 30 – 7:30 a.m. – 3 p.m. Birders of all skill levels are invited to join in a variety of field trips and presentations. The BLM asks visitors to RSVP for the events they wish to attend due to limited space. Altercations
According to entries on the North Bend Police log for early Thursday morning. At 2:01 a.m., 2000 block Sherman Ave., “officer out with subjects fighting outside the Humboldt Club. Advised verbal only. Dispatched Yellow Cab and parties dispersed.” Two males, and two females were involved. At 2:42 a.m., 2500 block of Fir St., “request welfare check on her granddaughter at location. Officers responded, advised subject is Code 4. Had been in a verbal argument with her boyfriend. Officer transported boyfriend to a different location.” Involved a 38-year old male and a 24-year old female.

Trespassed
A 20-year old male was trespassed from his 17-year old girlfriend’s home following a call to North Bend Police early Thursday morning, 1:17 a.m., on the 2100 block of Meade St. about “criminal mischief.” According to an entry on the police log, “reports his daughter’s boyfriend just showed up at the RP’s residence with another subject. They pounded on RP’s door and were yelling and screaming.” The reporting party was allegedly shoved. He didn’t want to press charges, but wanted the boyfriend trespassed. Officer located suspects and advised the male that he is trespassed from the home.

Punched
According to an entry on the North Bend Police log for Wednesday night, 7:54 p.m., 2500 block Sherman Ave., “reports one of the tenants at location just punched RP’s husband in the face.” Officers and paramedics from the Fire Dept. responded. “No one involved wished to pursue charges and all involved separated for the evening.” A 20-year old male and a 51-year old male were listed as involved.

Pursuit
According to an entry on the North Bend Police log for Wednesday, 3:39 p.m., Newmark and Broadway, “OSP in pursuit. Assistance rendered.” According to an entry on the Coos Bay Police log for 3:38 p.m., “assist OSP on pursuit” on the 2100 block of Newmark, Newmark Center, 32-year old Merli Bell arrested.

Egged
According to an entry on the North Bend Police log for Wednesday, 11:02 a.m., 2300 block Ohio St., “vehicle egged last night.”

DUII
According to an entry on the Coos Bay Police log for early Thursday morning, 12:45 a.m., So. 1st & Golden Ave., 54-year old Harold Davis arrested for DUII and transported to the Coos Co. Jail at Coquille.

City Code
According to entries on the Coos Bay Police log, the city’s Code Enforcement Officer noted “violations of City Code” at residents Wednesday. At 7:48 p.m., 400 block So. 9th St. At 7:46 p.m., 400 block So. 9th St. At 11:11 a.m., Front St. & Greenwood.

Harassment
According to an entry on the Coos Bay Police log for Wednesday, 7:03 p.m., 600 block So. 10th St., 50-year old Karen Meheriuk arrested on charges of Harassment and Theft of Services. She was transported to the Coos Co. Jail at Coquille.

Skatepark
According to an entry on the Coos Bay Police log for Wednesday, 5:24 pm., Mingus Skatepark, “juveniles smoking.” Two subjects were criminal trespassed from the Skatepark for 30-days.

Criminal Trespass
According to an entry on the Coos Bay Police log for Wednesday, 4 p.m., 1400 block Ocean Blvd., 45-year old Robert Grutgen was arrested for Criminal Trespass II. He was transported to the Coos Co. Jail at Coquille.

Rooster
According to an entry on the Coos Bay Police log for Wednesday, 3:04 p.m., 11th St. & Mingus Park, “rooster at large.”

DHS
According to an entry on the Coos Bay Police log for Wednesday, 1:20 p.m., 1100 block Michigan Ave., SCF Referral involving a girl less than a year old. At 11:14 a.m., SCF Referral on the 1400 block of Newmark Ave. involving four victims ages 3, 1, and 27.

Suspicious
According to an entry on the Coos Co. Sheriff’s log, early Thursday morning, 1:45 a.m., Hwy. 42, milepost 8, “truck driver observed male on fog line, on his hands and knees.”

Accident
A 45-year old male was transported by ambulance to Bay Area Hospital in Coos Bay following a single-vehicle accident at milepost 1 on Olive Barber Road Wednesday night, 8:57 p.m. According to an entry on the Coos Co. Sheriff’s log, Stanley Harpold was the operator.

Deceased
The call into the Coos Co. Sheriff’s Office Wednesday, 6:31 p.m., Cape Arago Hwy., stated “found badly decomposed body in a wetsuit.” However, according to an entry on the Sheriff’s log, “not as reported, was a dead seal.”

Theft
According to an entry on the Coos Co. Sheriff’s log for Wednesday, 3:36 p.m., Crown Point, a 22-year old male reported the theft of Husqvarna 450 chain saw, 300 Winchester rifle and a set of paddle tires and wheels while he was away fishing in Alaska. Occurred between June 10th and July 15th.

Accident
A 41-year old male admitted he fell asleep while operating 2000 Dodge Ram pickup truck o the Powers Hwy. (SR 242), and it crashed at milepost 10.6 Tuesday night, 8:40 p.m. According to an Oregon State Police report, the vehicle went off the roadway and came to rest on a wire fence that was slightly damaged. Darwin Stacy Hiatt, of Elkton, was not injured. However, he was cited for Failure to Maintain Lane of Travel. The same individual was involved in a traffic stop by Coos Bay Police early Wednesday morning, No. Bayshore Drive at 5:57 a.m.

DUII
A 38-year old Coos Bay male was arrested on a charge of DUII following a traffic stop for not having brake lights on his trailer, Tuesday, August 25th, 7:31 p.m., at Morrison and Taylor streets in Coos Bay. According to an Oregon State Police report, Michael L. Miller allegedly showed signs of intoxicated. He submitted to and failed a field sobriety test and was then arrested. He was transported to the Coos Bay Police Dept. where he was cited and released to a friend. The 1988 Ford Bronco was left on the scene to the care of a friend.

Accident
An 18-year old Bend male drove off Hwy. 101, milepost 214 south of Reedsport, Tuesday evening, August 25th, 6:02 p.m. and crashed over an embankment. According to an Oregon State Police report, Steven Ronnie drove his 1986 Toyota SR5 off the right should with it coming to rest approximately 50-feet from the roadway and covered with brush. He was not injured, but a 29-year old male passenger from Eugene complained of pain.

DUII
An alleged unsignaled turn on Hwy. 101 at Hwy. 42-South in Bandon Tuesday morning, August 25, 10:28 a.m., led to a DUII arrest. According to an Oregon State Police report, Arnold G. Flowers, no age available, of Langlois, was operating a 1995 Nissan KXE pickup truck. “An investigation revealed that the operator was impaired.” He was arrested and transported to the Coos Co. Jail at Coquille.

Meth
A traffic stop on Hwy. 101, milepost 214 at Reedsport Tuesday night, August 25, 10:42 p.m., resulted in the arrest of a Tillamook male on a charge of Unlawful Possession of Methamphetamine. According to an entry on the police log, Richard Dennis Robertson Jr., was booked into the City Jail awaiting transport to the Douglas Co. Jail at Roseburg.

MHS auction
The August 22nd Marshfield Hall of Fame Induction ceremony also carried a silent auction to serve as a much needed fund-raiser for sports programs that had their budgets cut this year by the Coos Bay School District. Athletic Director Bryan Trendell says they raised about $10,000. The teams that participated gathered their own auction items and then 100% of the money raised for that item went back to the sports program. Some of the teams hardest hit with cuts this year were golf, tennis and swimming. Nearly 300 people attended the induction ceremony and auction.

The Oregon Ducks held a closed-door scrimmage Tuesday night at Autzen Stadium in Eugene and first year head coach Chip Kelly said they treated it just like a game with pregame warm-ups, meetings, walk throughs and intensity. The first year coach said the scrimmage was used to get all the coaches and players on the same page. The Ducks also got their kickoff, returns, field goals and extra points units taken care of, but Kelly feels there is still work needed in some areas. “There will be first game mistakes, but the players focused on the task at hand.” The former offensive coordinator under veteran coach Mike Bellotti, who moved on to the athletic director’s position, said they “tweaked a few things here and there.” However, he feels more comfortable with the punt team, but is still looking to solidify the holder for field goals. “I thought pursuit on defense was pretty good, and felt the first offensive line was consistent.” The Ducks open the season, Thursday, Sept. 3rd at 14th ranked Boise State.

Harris
Highly touted incoming Oregon freshman Cliff Harris has been declared officially eligible to join the Ducks’ football team after passing through the NCAA clearinghouse. The cornerback from Fresno, CA was named the No. 7 recruit in California by one publication and was a 2009 “Best in the West” by another. Rivals.com ranked him No. 7 and No. 6 in the nation at cornerback.

Duck vb
The No. 14 Oregon volleyball team officially kicks off its 42nd volleyball season with the Oregon Classic this Friday-Saturday, August 28-29, in Eugene, and will take on San Francisco, Eastern Washington, and Missouri State. Returning NCAA tourney qualifiers San Francisco and Missouri State both picked up votes in the AVCA preseason poll, while Eastern Washington was an NCAA qualifier in '07 and also won the Big Sky Conference in '08.

Beaver vb
Oregon State’s volleyball team will compete in the ASICS Classic this weekend hosted by Colorado State. The Beavers open Friday against Cal Poly and then take on the Rams Saturday before ending with Pepperdine on Sunday.

OSU bb
Oregon State University has promoted Marty Lees to associate head coach of the Beavers’ baseball team under head coach Pat Casey. Less joined the Beavers as a volunteer assistant in 2002 and became a full-time assistant in 2004. He has overseen team defense, and worked with infielders and catchers as well as being the team’s recruiting coordinator.
