Weather
The National Weather Service is forecasting gale force winds up to 55 mph along the South Oregon Coast as a Pacific storm system moves toward shore. The system was expected to arrive on land Monday night and possibly bring up to two-inches of rainfall to the area on Tuesday.
South and central Oregon coast reopens to razor clamming, south coast reopens to mussel harvesting
The Oregon Department of Agriculture and the Oregon Department of Fish and Wildlife announce the reopening of recreational razor clamming from the south jetty of Yaquina Bay to the California border, and recreational mussel harvesting from Bastendorf Beach near Charleston to the California border. Shellfish samples taken last week indicate levels of Paralytic Shellfish Poisoning (PSP) toxins have dropped below the alert level. The entire coast has been closed to recreational harvesting of razor clams and mussels since September 21, 2009. All razor clamming from the the mouth of the Columbia to the north jetty of Yaquina Bay remains closed. All mussel harvesting north of Bastendorff Beach also remains closed. Coastal scallops are not affected by this closure when only the adductor muscle is eaten. The consumption of whole recreationally harvested scallops is not recommended. Crab and commercially harvested oysters are not affected by this closure. Shellfish contaminated with PSP toxins can cause minor to severe illness or even death. The symptoms usually begin with tingling of the mouth and tongue. Severe poisoning can result in dizziness, numbness and tingling in the arms and legs, paralysis of the arms and legs, and paralysis of the muscles used for breathing. Shellfish contaminated with PSP toxins can cause minor to severe illness or even death. PSP toxins cannot be destroyed by cooking, by adding baking soda, or by any other method of processing. Shellfish toxins are produced by algae and usually originate in the ocean. ODA will continue to test for shellfish toxins weekly, as tides permit. Reopening of an area requires two consecutive tests in the safe range. Savage Rapids Dam
A boater was killed when he took his high-powered jet boat through the breached Savage Rapids Dam at Grants Pass, Saturday, Oct. 10th. The dam was recently breached to allow better passage for fish. The Josephine County Sheriff’s Office is now urging all boaters to avoid the area because of a fast current and an unstable bank. Debris is also still in the water including rebar. Three passengers survived when the jet boat flipped.
NB Council
The North Bend City Council will meet on Tuesday, October 13, 2009 at 7:30 p.m. in the council chambers of City Hall, 835 California Street, North Bend. The North Bend City Council will convene to an EXECUTIVE SESSION: Pursuant to ORS 192.660 (2)(h) to consult with legal counsel concerning the legal rights and duties of a public body with regard to current litigation or likely to be filed.
Marine Board
The Oregon State Marine Board will hold its next meeting in Bend on October 13, at
9 a.m. The meeting will take place at the Riverhouse Conference Center, Cascade Room H. This quarterly Board meeting coincides with the Marine Board’s annual post-season Boating Law Enforcement Conference held each year in Bend. The Board will consider initiating rulemaking on various topics from waterbody regulations to new program implementation rules. Agenda items include: ● Possible reconsideration of Proposed Rules for Boat Operations in Multnomah County -Ross Island and Holgate Channel slow-no-wake rules. ● Requests to initiate rulemaking to prohibit motorboat operations
on Cheadle Lake in Linn County and motorboats/floatplanes on Waldo Lake in Lane County. ● Consideration of proposed rules for aquatic invasive species
prevention program. ● Initiation of rulemaking for a moratorium on new boating
restrictions. ● Initiation of rulemaking to implement HB 2079 requiring the wear
of personal flotation devices on whitewater rivers. ● Consideration of boating facility grant applications/amendments.
Marketing on a Shoestring Workshops scheduled for October

This workshop will help provide business owners and managers with ideas to stretch their marketing dollar. The interactive workshop is scheduled from 6:00 to 9:00 p.m. on both nights and includes suggestions to improve marketing success. Participants will learn about a seven-step, easy marketing plan; thirty ideas for low- to no-cost marketing; the difference between marketing and sales; and, how to convert leads to actual sales. Presenter Arlene Soto, CMA, is the Director of the Southwestern Oregon Community College BDC, has owned her own business and has worked with thousands of business owners and individuals wishing to successfully market their own business with innovative and low-cost marketing ideas. CB Planning Commission

CB Planning Commission work session
The City of Coos Bay Planning Commission will meet in a work session Tuesday, October 13, 2009 at 6:30 p.m., Managers Conference Room, Coos Bay City Hall. A work session will follow the Planning Commission meeting in the Managers Conference Room at City Hall. The purpose of the work session is to begin discussions on the Hollering Place Master Plan and a draft zoning district to reflect the plan. Division of State Lands
The Department of State Lands (DSL) will ask the State Land Board to adopt revised administrative rules governing the management and leasing of rangelands at the board's Oct. 13 public meeting in Salem. The meeting will be held at the Department of State Lands, 775 Summer St. NE in Salem, beginning at 10:00 a.m. The proposed rangeland rules add and clarify definitions and leasing policies; adjust the grazing fee formula to be closer to a fair market lease rate; and clarify that DSL owns any future improvements constructed on state-owned land. A 2008 grazing fee advisory committee provided input into the proposed rule changes, and the public was invited to provide comments. No public comment will be taken at the meeting since the comment period has closed. The board will consider approving the direct sale of .39 acres of state-owned land in Douglas County to the Bureau of Land Management; and authorizing a land exchange with Guistina Resources, whereby DSL would exchange up to 599 acres of the South Fork Gate Creek Parcel in Lane County for land of equivalent value in the Willamette Valley area. The land exchange would likely be completed in 2010. The meeting's informational agenda includes Oregon Department of Forestry updates on Common School Forest Lands and the Elliott State Forest Habitat Conservation Plan, and the Land Management Division's annual report.
Assault
“Boyfriend jumped near location by two subjects.” According to an entry on the Coos Bay Police log for 1:45 a.m., Empire McKays, 130 No. Cammann St. early Monday morning. A follow-up call stated “need medical to call at location.” Victim identified as a 26-year old male.
Snake threat
“Neighbors were feeding animals to snakes and they made a comment that they would feed her children to the snakes next. She would like to speak to an officer.” Call came into the Coquille Police Dept. at 10:09 p.m., Sunday night from a 39-year old female on the 500 block of No. Collier according to an entry on the police log.
Traffic hazard
According to an entry on the Coos Bay Police log for Sunday night, 8:45 p.m., So. Empire Blvd., a 42-year old female complained “male with flashlight hitchhiking at location, shined the light in her eyes, she almost wrecked.”
Burglary
According to an entry on the Coquille Police log for Sunday, 5:20 p.m., 400 block E. 2nd St., “would like to report an assault that occurred earlier.” Joseph Gilbert was arrested on a charge of Burglary II, Criminal Trespass I and Harassment. He was transported to the Coos Co. Jail at Coquille.
Mooning
According to an entry on the Coos Bay Police log for Sunday, 5:04 p.m., 1900 block Newmark Ave. A female reported, “a bunch of kids playing at location and they have started mooning people.”
Theft
According to an entry on the Coos Bay Police log for Sunday, 4:22 p.m., 2051 Newmark Ave., Walmart, “cooperative female adult in custody for Shoplifting – Theft II. Fifty-eight year old Yvonne Shydian was transported to the Coos Co. Jail at Coquille on a charge of Theft II.
Kittens
According to an entry on the North Bend Police log for Sunday, 6:13 p.m., Simpson Park, “anonymous female reported someone left 4 kittens in the women’s restroom at Simpson Park. Information passed on to Animal Control.”
Accident
A report of an accident on the Cape Arago Hwy. near Sunset Bay early Sunday morning resulted in the arrest of a 48-year old male on drug charges. According to an entry on the Coos Co. Sheriff’s log, Charles Wiggins was charge with PCS – Methamphetamines and transported to the county jail at Coquille. A vehicle was towed out of a ditch. Investigators are looking for the alleged driver of the vehicle, 47-year old Korrina Wiggins, of Reedsport. She reportedly walked away from the vehicle prior to a deputy’s arrival.
Beer
According to an entry on the Coos Co. Sheriff’s log for early Sunday morning, 3:39 a.m., 7-11 Bunker Hill, Coos Bay, “male stole case of beer and fled on foot.”

Rain in the forecast for the Oregon Coast today with highs in the mid 50s to lower 60s and south winds 20 to 30 mph. Lows tonight in the lower to mid 50s and south winds 25 to 35 mph. Showers on Wednesday with southerly winds 20 to 30 mph with gusts up to 45 mph.

Marshfield hosts Springfield tonight in Coos Bay at the Pirate Palace in the final volleyball match of the first round in the 5A Midwestern League. The jayvee and frosh teams will play at 5:30 p.m., followed by the varsity.

Seahawks
He wasn’t supposed to make it in the National Football League. However, former Oregon defensive end and the Ducks’ MVP last season, not only made the Seattle Seahawks roster this season, but he also has an NFL touchdown in his rookie season. Reed returned a fumble 79-yards to score Seattle’s final touchdown Sunday in a 41-0 romp over the visiting Jacksonville Jaguars. Reed said he’s usually a dive-on-the-ball guy. “But I had a good feeling about this one.” Former Oregon State receiver T.J. Houshmandzadeh also caught two touchdown passes from quarterback Matt Hasselbeck.
