Manual strangulation
An autopsy was performed on the body of 31-year old Jayme Austin Saturday. According to a news release from Coos Co. District Attorney R. Paul Frasier, she died as a result of asphyxiation caused by manual strangulation.” Forty-five year old Patrick Horath, her brother-in-law, has been charged with murder. He was arrested last Thursday following intense interrogation by investigators with the Coos Co. Major Crime Team. Austin was reported missing on Monday, Nov. 9th, after she failed to show up for work in Coos Bay. Earlier, she contacted her mother and asked if she could use her shower at her Fairview residence outside of Coquille, because she was out of water at her nearby residence. Horath lived between the two. Austin’s body was found buried in a shallow grave in a remote wooded area on Bureau of Land Management property off of Middle Creek Road, southeast of where detectives believe she was murdered. Horath is scheduled to be arraigned today, Monday, 3 p.m., in Judge Michael Gillespie’s Coos Co. Circuit Court room at the courthouse in Coquille. The District Attorney’s Office is circulating photographs of the victim and suspect’s vehicles, “asking anyone who saw this vehicle between 8:00 a.m. and 12:30 p.m. on Monday November 9, 2009 to please contact the Sheriff’s Office.”

ODFW clarifies commercial crab pot regulations
The Oregon Department of Fish and Wildlife is sent a notice Friday to all commercial Dungeness crab permit holders clarifying that there will be no new regulations or special enforcement plans for crab pot release mechanisms in the 2009-2010 season. The current Dungeness crab gear rule will remain in effect during the upcoming season. In advance of the ocean season for commercial Dungeness crab which is expected to start as planned on December 1, 2009, there has been confusion in the crab industry about what rigging methods comply with the ODFW rule (OAR 635-005-0055 (4)). That rule requires that each pot have a release mechanism to allow crabs to escape from accidentally lost pots (derelict gear) and there are currently three rigging method options listed in the rule. Mild steel hooks or untreated biodegradable cotton twine continue to be the only acceptable materials and are intended to last approximately 3-4 months before degrading and releasing any trapped crabs. The cotton twine is woven into the crab pot, replacing a small section of the wire mesh to allow an escape portal. The Oregon State Police will be taking enforcement action on commercial fishers whose crab pots are determined to not have such a release mechanism or have been altered so as to be non-functional. Because the specific allowable configuration of cotton twine weaving is unclear, ODFW will be testing the various rigging methods currently used by industry over the next few months to determine which methods best allow crab to escape from derelict pots within the intended time frame. With this information, new regulations will be put in place for the 2010-2011 crab season. This industry notice is in collaboration with the Oregon Dungeness Crab Commission and the Oregon State Police.

Fisheries legal sought
The move by the State of Oregon to establish no fishing zones, Marine Reserves, off the Coast has sparked an effort by the Recreational Fishing Alliance of Portland to seek legal representation for “public access issues in the marine environment.” The group, which represents sport and commercial fishing interests, has chosen attorney Tim Bernaske, of Dunn, Carney, Allen, Tiggins & Tongue LLP, in Portland, to lead the legal charge. He reportedly has “extensive experience representing the interests of natural resource industries.” The RFA-OR is seeking donations to pay for the legal representation. According to a letter from John Holloway, with RFA and Oregon Anglers, checks can be made payable to RFA-OR and send to: RFA-OR, 6823 SW Burlingame Ave., Portland, OR 97219-2127. “We are fed up with many of the fishery and coastal management processes occurring in Oregon. We are hiring an attorney to represent fishing interests. We are asking for donations of any amount from yourselves and anyone else you can convince. We are completely on our own. No state, federal, or foundation entities are interested in helping with legal advice or representation for our benefit.”

10th Street and Central Avenue Overlay Project
The contractor, Knife River, is planning on working on the Central and 10th Street project starting on Monday November 16, 2009. Listed below is their tentative schedule weather pending: Monday 11/16: Grinding will begin at 7 am starting at 8th street in the west bound right lane on Central, then will go to the north bound lane on 10th Street. Two-way traffic will be allowed on Central, but one way on 10th Street. Paving will begin at 10 am and will go until 7 PM with same lane restrictions: Tuesday 11/17: Grinding will begin at 7 am starting at 8th Street in the West bound Left Lane on Central, then go to the East bound lane on central. There will some delay with a traffic switch that will happen when doing this. Then the contractor will move to the south bound lane on 10th Street. Paving will begin at 10 am and will go until 7 PM with the same lane restrictions: Wednesday 11/18: Paving will happen on all the side street locations so side street will be closed until they are paved. If weather holds, striping will start on Central and 10th St. Thursday 11/19: Striping on Central and 10th Street. Friday 11/20: Striping on Central and 10th Street and traffic loop installation. Tax Amnesty program
If you're going to apply for Oregon's tax amnesty program to file or amend tax returns, time is running out. Your application must be postmarked by November 19. To help with last-minute applications, the Department of Revenue is extending its customer service hours. Customer service reps are now available 7:30 a.m. to 7 p.m. weekdays through November 19. "We think a lot of people will have last-minute questions as they prepare their amnesty applications. We'll be there to help them out," said Joan Linn, customer service manager. The customer service phone number is 1-800-356-4222, toll-free from an Oregon prefix; 503-378-4988 in Salem and outside Oregon. The tax amnesty website is www.oregontaxamnesty.com.

According to an entry on the North Bend Police log for Thursday, 7:51 p.m., 2235 Newmark St., North Bend Liquor Store, “theft of alcohol from location.”

According to an entry on the North Bend Police log for Thursday, 10:04 a.m., 1900 block McPherson Ave., 24-year old Paul Allen Yeager arrested on a Probation Violation.

Traffic stop
According to an entry on the Coos Bay Police log for Friday, 1 a.m., Commercial & 7th, 29-year old David Taylor arrested for PCS Schedule II and Probation Violation. Also cited for Open Container, transported and lodged in the Coos Co. Jail at Coquille.

Possible burglary
A possible break-in at the El Sol Restaurant in Bunker Hill was reported to Coos Bay Police Thursday night, 11:45 p.m. The Coos Co. Sheriff’s Office followed with a request for assistance at the Hwy. 101 location. A log entry at 11:49 p.m., call from a 49-year old male “subjects are inside El Sol banquet room. Can hear them.” A third CBPD entry at 12:49 a.m., involved an Attempt to Locate Burglary suspects.

DWS/PCS
According to an entry on the Coquille Police log for Thursday, 6:49 p.m., Hwy. 42 & Howe Road, 26-year old Mandi Humphrey cited for DWS – Violation and VBR 54/40. Michael Botts was also cited for PCS Less than an Oz.

Code enforcement
According to entries on the Coos Bay Police log for Thursday, the Code Enforcement officer cited alleged violations. At 9 a.m., 1800 block Filbert; 9:04 a.m., 1760 So. 22nd St.; 9:33 a.m., 1800 block Filbert; 3:49 p.m., at 1242 Newmark Ave.; 3:54 p.m., 1252 Newmark Ave.; 3:57 p.m., at 310 No. Wall St.; 3:59 p.m., 1065 No. 10th St.

Intoxicated
He was allegedly “laying in the street.” According to an entry on the Coos Bay Police log, two adults reported an intoxicated person at 11:56 a.m. at Southwest Blvd. & Idaho.

Wanted
An individual wanted by Reedsport Police on a Municipal Court warrant was arrested Thursday, 9:52 a.m., on the 1800 block of Thomas St., by Coos Bay Police. According to an entry on the police log, 28-year old Jonathan Bickford was wanted on a Contempt of Court charge. He was transported to the Coos Co. Jail at Coquille.

Vehicle
According to an entry on the Coos Bay Police log for 8:58 a.m., 200 block So. 10th St., 27-year old male reported “theft from vehicle.”

DUII
According to an entry on the Coos Co. Sheriff’s log for Thursday, 9:35 p.m., milepost 5 Fairview Road, a suspicious vehicle report from a 33-year old female led to the arrest of 50-year old John MacMillan for DUII. BAC .16. He was transported to the county jail at Coquille, booked and then released on citation. According to a news release from the Sheriff’s Office, a deputy located two males walking down the middle of the road and learned they had been involved in an accident. Their vehicle left the roadway and traveled down an embankment

Left behind
According to an entry on the North Bend Police log for Saturday, 3:14 a.m., Ashworth’s Market, 1585 Sherman Ave., “subjects ride left her in North Bend and went back to Eugene. Subjects father en route to pick her up.” Thirty-five year old female.

Cold
According to an entry on the North Bend Police log for 12:47 a.m., Saturday, Broadway Ave. & Clark St., “officer out with male. Provided subject a blanket.” Forty-two year old male.

Warrants
A welfare check on a son’s mother ended with the serving of three North Bend Police Dept. warrants Friday, 2:55 p.m., 1700 block of Monroe Ave. According to an entry on the police log, 33-year old Michael Dwayne Gardner was wanted on an Assault IV warrant, a second Assault IV warrant, and a Probation Violation warrant.

Probation
According to an entry on the North Bend Police log for Friday, 11:36 a.m., 2000 block Inland Dr., 37-year old Christopher Michael Morgan arrested on a Parole Violation for PCS Schedule II.

Juveniles
According to separate entries on the Coos Bay Police log for early Saturday morning, 12:08 a.m., No. 11th & Park, 15-year old male referred to Juvenile Dept. on charge of MIP-Consumption. 12:09 a.m., 300 block No. Wall St., 33-year old female reported her daughter was intoxicated. 12:13 a.m., 1300 block Anderson Ave., 17-year old male referred to Juvenile Dept. at an alleged MIP party.

Wanted
According to an entry on the Coos Bay Police log for Friday, 4:15 p.m., Newport Ln., “observed subject matching description of wanted subject.” Twenty-one year old Dave McGraw arrested on CBPD warrant and OSP warrant for Probation Violation.

Dispute
A report of a “victim of dispute possibly at location” resulted in the arrest of a 32-year old male early Friday morning, 4:20 a.m., at the Motel 6 on No. Bayshore Drive in Coos Bay. According to an entry on the police log, Eurvin Kirk was charged with Assault IV – Domestic, Harassment, Failure to Register as a Sex Offender and Probation Violation.

Contaminated
According to an entry on the Coos Co. Sheriff’s log for 9:46 p.m., Friday, E. Howard, a 58-year old female “thinks her coffee pot was contaminated by crank. Refused medical.”

Marijuana
According to an entry on the Coos Co. Sheriff’s log for Friday, 5:38 p.m., Newport, during a narcotics investigation 18-marijuana plants were seized, over an Oz. Marijuana, MCS & PCS.

Child abuse
According to an entry on the Coos Co. Sheriff’s log for Friday, 3:28 p.m., Coquille area, 60-year old male reported “son getting sex explicit text messages from minor female.”

Mud slide
A mud slide, “blocking about half a lane, big boulder on roadway” was reported to the Coos Co. Sheriff’s Office Friday, 11:34 a.m., West Fork Millicoma.

ATV
A 43-year old male was cited for Unlawful Operation of ATV on Hwy. after he allegedly rain into a parked truck on the 1100 block of Winsor Ave. in North Bend Saturday, 5:15 p.m. According to an entry on the police log, Richard Orsi was cited. The Fire Dept.’s EMS also responded after Orsi complained of a nose bleed and “not being able to hear out of one ear.”

Vehicle
According to an entry on the Coos Bay Police log for Sunday, 1:40 a.m., 2200 block No. 13th Ct., 32-year old female reported “just observed someone in her vehicle.”

A high wind advisory through 4 a.m. Tuesday morning, and high surf advisory through 4 a.m. Wednesday have been posted along the South Oregon Coast. Mostly cloudy today with a slight chance of rain by afternoon. Highs in the mid 50s to lower 60s and lows in the mid 40s to lower 50s. Winds from the south at 15-25 mph, increasing to 30-45 late morning and afternoon. Rain after midnight, south winds 30-45. Rain and breezy on Tuesday.

On Monday, November 16th, North Bend senior swimmer Rachel Heaney will be signing a National Letter of Intent to attend Boise State University in Idaho. The five-time individual state champion, her parents and Coach Chris Richmond will be available for questions and comments. Refreshments will be served. For whatever reason, Marshfield just didn’t have the “home field advantage” during the 2009 prep football season. The Pirates lost 56-35 to visiting Hermiston (7-3) last Friday night at Pete Susick Stadium ending their season at 6-5. Four of the losses occurred at home. First year head coach Justin Ainsworth says he couldn’t figure out why his team played better on the road than it did at home, but still, Marshfield returned to the playoffs for the second straight year after finishing third in the 5A Midwestern League. The Bulldogs’ running game, and in particular, junior running back Stevie Martinez was just too much for the Pirates. Martinez opened the scoring for the visitors from Northeast Oregon with a 74-yard run around right end that included a few jukes, a hurdle, and a burst of speed for the game’s first touchdown. He ended up with four TD’s and 301-yards rushing. The Pirates were concerned about the arm of senior quarterback Faafiaula Ena, who threw for 2,400 yards as a junior, but he never really had to throw the ball with the Bulldog’s success on the ground. It was 14-0 before Marshfield would score on its patented “pass-pass” play. Senior Chris Krajcir threw 45-yards to senior Joey Morgan, but the extra point was missed making it 14-6. The Pirates would get within one at 21-20 on a 14-yard TD pass from senior quarterback Kyle Tedder to Morgan, but that’s as close as the home team would get. Hermiston ran off four unanswered touchdowns to go up 49-20 with :57 remaining in the third. Morgan finished with eight-catches for 133-yards and three TD’s. The Bulldogs are back on the road next week traveling to Southern Oregon to play the Crater Comets in round two of the state playoffs.

Far West League champion North Bend won one, but lost two at the 4A OSAA State Volleyball championships at Lane Community College in Eugene Friday and Saturday. The Bulldogs beat Astoria in five to open the eight-team tourney Friday night, 22-25, 25-22, 13-25, 25-18, 15-12. Marist beat North Bend in the semi-finals, 25-16, 25-21, 25-23. In the third place match, the Bulldogs lost to Cottage Grove 25-20, 25-19, 25-17 to finish fifth overall. Sisters won its second state title in three seasons, 3-1 over Sky-Em League rival Marist. At Liberty High School in Hillsboro, Crook County won its third straight 5A championship over conference foe Summit of Bend.

The Oregon State football team returned to the national polls, for the first time since ranking No. 24 in the USA Today poll going into Week 3, on Sunday, when the Beavers checked in at No. 20 in the Associated Press Poll and at No. 20 in the USA Today Coaches Poll. The Beavers are 7-3 overall and 5-2 in the Pac-10 Conference and trail Oregon (8-2, 6-1) by one game for the league lead. The Ducks are ranked 14th. OSU plays at WSU (1-9, 0-7) this weekend, while Oregon travels to Arizona (6-3, 4-2).

XC
Top-ranked Washington, led by NCAA West Regional individual champion Kendra Schaaf, won the women's race with 25 points, followed by Oregon’s 66. No. 14 Stanford was third with 94 points, No. 16 Arizona State fourth with 119 points and No. 24 Arizona fifth with 202 points. UC Santa Barbara (228), UC Davis (232), No. 27 California (255), Oregon State (302) and San Francisco (304) rounded out the top-10 teams. In the Men's 10K Race, Oregon, Portland and Stanford ran neck and neck the entire race over a wet 10,000-meter course before the top-ranked Cardinal and their individual champion Chris Derrick pushed ahead at the end. Derrick took the title in 30:38.84 and his teammate Elliot Heath placed second just inches behind with a time of 30:38.96. Behind the top three teams were No. 17 Washington with 120 points, No. 13 Arizona State and Cal Poly tied with 155 points, UCLA with 207, California and UC Santa Barbara with 217 and Washington State with 268 to round out the top-10. Oregon freshmen Jordan Hasay was second in the women’s race, while the Duck’s sophomore Luke Puskedra was sixth in the men’s race. Both the men’s and women’s teams received invitations to the NCAA championships Nov. 23rd in Terre Haute, Indiana.

Oregon State men’s basketball won one, but lost two at the “Duel in the Desert” tournament at Lubbock, TX this past weekend. The Beavers (1-2) fell to Texas A&M Corpus Christi 67-43 Friday, beat South Dakota 62-47 and then fell to Texas Tech 64-60 on Sunday. OSU hosts Sacramento State Nov. 21st in Corvallis.

Oregon State opened the 2009-10 women’s basketball season with a 71-61 home win over Cal Poly on Friday night, Nov. 13th. The Beavers (1-0) play at Houston in Texas Nov. 19th.

Oregon won its own BTI Tip-Off men’s basketball tournament this past weekend in Eugene. The Ducks (3-0) beat Winston-Salem State, 94-43 on Friday, UC Davis, 95-64 on Saturday and then Colorado State, 68-53 on Sunday. Oregon next plays at Portland on Nov. 21st.

Oregon State dropped both of its PAC-10 volleyball matches in California’s Bay Area last weekend. The Beavers lost at Cal 3-1 Friday, and then 3-0 at Stanford on Saturday. OSU hosts UCLA and USC this weekend. No. 16 Oregon lost to Stanford, 3-0 Friday night, and then at No. 12 Cal, 3-1 on Sunday. The Ducks get USC Friday and then UCLA Saturday in Eugene.

Melinda Ingalls golden goal in the 99th minute made Oregon State women's soccer history as the Beavers defeated Florida, 1-0, to advance to the Sweet 16 for the first time in program history. Rachael Axon assisted on the goal as the Beavers became the second un-seeded team (joining Virginia) to advance to the regional semifinals. Oregon State (14-7-1) will advance to play Notre Dame in the regional semifinals Friday, Nov. 20 at 4:00 p.m.

The Oregon State men's soccer team scored three unanswered goals to finish the season sweep of the Washington Huskies in a 3-2 victory Saturday night in Seattle, Wash. in the team’s season finale. With the win against Washington, the Beavers move to 5-4-1 in the Pac-10 play which finishes them in second, behind UCLA. It is Oregon State's best finish in conference play since 2003 when it finished second with a 7-3-0 record. It was also the last time the team reached the NCAA Tournament. The Beavers now await the NCAA selection committee's announcement of the bracket for the 2009 Men's College Cup. The announcement will be aired Monday, Nov. 16 at 5:30 PM ET on ESPNews.

Seattle Seahawks
The Seattle Seahawks led 14-0 at Arizona Sunday in their National Football League game, but the Cardinals came back for a 31-20 win. The 3-6 Hawks are at Minnesota next Sunday.
