An undercover drug purchase on Friday, Dec. 4th in Coos Bay led to the arrest of a 26-year old male and the seizure of nearly two-pounds of marijuana, cocaine use paraphernalia residue, cash, a 2001 Dodge 4X4 pickup truck and marijuana growing equipment. According to a news release from the South Coast Interagency Narcotics Team (SCINT), detectives executed a “buy bust operation for three quarters of a pound of marijuana in the Coos Bay area” at 1:30 p.m. Along with detectives from the Douglas Interagency Narcotics Team (DINT), officer arrested Joseph Ray Russell, of Coos Bay. A search warrant was then executed at a residence on the 500 block of Fir Ave. where an additional one pond of marijuana was located. Timber revenue
The Oregon Department of Forestry announced this week that annual revenue payments to 15 trust land counties totaled $42.5 million, and the statewide school fund received $13.5 million. The revenue comes from timber harvests on forestlands managed by ODF from July 2008 through June 2009. A decline was seen in the revenue going to counties. The $42.5 million in 2009 is under the five-year average of $51.5 million, and the 10-year average of $47.6 million. While the stumpage prices dropped about one-third from five- and 10-year averages, the volume harvested, at 236.7 million board feet, remained about the same as the averages over time. The 15 counties receive timber revenue because they deeded cutover or burned lands to the state many decades ago with the understanding that once the forestland began to produce again, they would receive a percentage – now set at two-thirds – of the revenue. The revenue is distributed based on where – in which county – harvesting took place. The $13.5 million generated from Common School Forest Lands was deposited directly into the Common School Fund, which helps support public education statewide in Oregon. The federal government granted these lands to the state at the time of statehood in 1859. Coastal timber counties – Tillamook, acres - 310,624, 2009 - $11,508,426, 5 yr. avg. - $14,183,875; 10 yr. avg. - $11,858,314; Lincoln, 15,488; $ 1,034,619; $ 1,059,849; $ 1,060,334. Coos. 7,220, $ 248,306, $ 408,457, $ 299,769; Clatsop, 147,012, $16,344,910, $17,329,091, $17,201,285; Douglas, 8,625, $ 540,037, $ 498,987, $ 449,344; Lane, 24,734, $ 1,793,781, $ 1,761,004, $ 1,443,964.

Alcohol & minors
With time on their hands, the holidays can be a dangerous time for minors partying with alcohol or drugs and the Coos County Local Public Safety Coalition wants to remind everyone that “Those Who Host Lose the Most. Beginning in December the Coos County Local Public Safety Coalition with Drug Free Communities Grant funds will be conducting a public information campaign titled “Parents Who Host, Lose the Most” Poster, flyers, lawn signs and restaurant table tents will be distributed throughout the county to inform parents that they can be liable for underage teen parties where alcohol is served. Teens are especially vulnerable during the holidays and parents are urged to know where their teens are during this high risk time. If you allow your property and/or home to be used for a party where minors consume alcohol in your presence the penalty may be forfeiture of the property and issuance of a criminal citation. According to Oregon statutes, it is illegal for someone exercising control over private real property to allow any person under 21 to consume alcohol on the property in your presence. It is also illegal to allow any person under age 21 to remain on the property if they have consumed alcohol. Private real property may include a hotel room, camp site, or any rented/leased location. The only exception is for your own minor children. If you control an area where minors consume alcohol, you will receive a criminal citation. In addition, Oregon law provides that no person shall sell, give or make alcohol available to a minor. A parent or legal guardian may provide alcohol to their minor child in a private residence as long as the parent is with the minor child. If you illegally provide alcohol to a minor, or provide alcohol to an adult that you know will make it available to a minor, you will receive a criminal citation. If you are concerned about MIP parties and would like to help, campaign materials are available at your local police department.
